- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS, OR DRAWINGS WILL BE MADE AVAILABLE AT THIS TIME. The Norfolk District Corps of Engineers (USACE) is contemplating a firm fixed price service contract to conduct a freshwater mussel survey and prepare a report describing the data collected during the survey. This work requires a qualified surveyor who has been approved by the US Fish and Wildlife Service to perform Atlantic Slope freshwater mussel surveys in the Commonwealth of Virginia. The surveyor will perform a freshwater mussel survey at the site of an emergency streambank protection project on the James River east riverbank located downstream east and north from Lynchburg, Virginia. The Norfolk District is contracting the services described in this scope of work as required for compliance with the Virginia Endangered Species Act, the Federal Endangered Species Act Cooperative Agreement and the Federal Endangered Species Act and to minimize environmental impacts. All work shall be performed in accordance with applicable Local, State, and Federal Regulations. The tasks for this planned project includes the following: Task 1. CREATE INITIAL SURVEY WORK PLAN AND RELOCATION PLAN: Prior to beginning The mussel survey, the contractor must provide a survey work plan and relocation plan to USACE in order to receive approval from the US Fish and Wildlife Service (USFWS) and the Virginia Department of Game and Inland Fisheries (VDGIF). Protocols for the mussel survey and relocation plans must comply with quote mark Freshwater Mussel Guidelines for Virginia quote mark, most recently updated 9-4-13. Task 2. CONDUCT MUSSEL SURVEYS AND MUSSEL RELOCATIONS: The contractor will perform a quote mark Full Survey quote mark as described in quote mark Freshwater Mussel Guidelines for Virginia quote mark, i.e. delineating mussel beds that may be influenced by streambank stabilization activities 200 meters upstream and 800 meters downstream of the project site. During the survey, if mussel species that are not federally listed are found within the direct project footprint or within imminent danger from project impacts, these mussels may be relocated to suitable habitat unless otherwise directed by VDGIF. The relocation protocols which must be followed are described in the quote mark Freshwater Mussel Guidelines for Virginia quote mark (updated 9/4/2013). If Federally-listed mussel species are found during the initial survey, they will not be relocated. Instead, the USACE will be notified and the location of each animal will be recorded and photographed. Task 3. PREPARE A REPORT: The Contractor shall prepare a report consolidating the data obtained from Task 1. GIS files shall be included in the report showing spatially correct drawings of the survey areas. At a minimum these GIS drawings must also include: - perimeter of the survey areas - bottom substrate characterizations - transect locations - qualitative survey locations - point locations for significant resources (i.e. federally protected species) - mussel bed delineations of 1 per 2 square meters - mussel bed delineations of 1 per 1 square meters - edge of water during survey -locations of Federally-listed mussels The report shall also include descriptions and tables of the unionid fauna collected in Task 2 including trends in species characteristics, age distribution, habitat preferences, spatial distribution, catch per unit effort, copies of all field sheets, and conclusions and recommendations from the Contractor pertaining to this survey area. The NAICS code applicable to this requirement is 541370, with a small business size standard of $15 million dollars. The Norfolk District USACE contracting office anticipates award of a contract for these services no later than 30 September 2014. Work shall be completed within 60 days from contract award. It is requested that interested parties submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced. 12-point font minimum) demonstrating ability to perform the requested services. This documentation shall address, at a minimum, 1) Company name, address, points of contact with telephone numbers and e-mail addresses. 2) Description of capability to perform the proposed services. 3) Past performance/experience on projects of similar scope, describing no more than five (3) projects within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the project to demonstrate relevance to the proposed project, the company's role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). 4) Evidence of current certification by the Fish and Wildlife Service for surveys of Atlantic Slope Freshwater Mussels. 5) Identification and verification of the company's small business status, 6) CAGE Code and DUNS number if applicable. Please be reminded that this is not a request for proposal. However, before a company can be considered for award of a government contract, the company must be actively registered in the System for Award Management. Information regarding registration can be found at www.sam.gov. The Government will utilize this information in determining an acquisition strategy.
