Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the National Marine Fisheries (NMFS) seeks potential vendors to test water samples off the West Coast, conduct statistical analysis, perform necropsies of sampled specimens and maintain database, reference the Statement of Work. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services; 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified; All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. The response date for this sources sought is August 8, 2014. No collect calls will be accepted. Statement of Need for Service NOAA National Marine Fisheries Service WATER SAMPLING TEST, ANALYSIS & DATABASE MAINTENANCE Purpose: The objective is to obtain the services of the Contractor to 1) prepare and process water samples for radioisotope evaluation and assist with laboratory analysis, 2) conducting statistical analysis and 3) maintaining database and creating tables, figures, and charts. The research area includes the Oregon and Washington coasts and northern California if needed. This is new study that is providing NOAA NMFS with information concerning the radiation levels in seawater off the west coast to document the incidence of radiation from the 2011 Fukushima reactor accident in Japan. Technical Specifications: In conjunction with other project personnel, the contractor will properly prepare and process the water samples collected during project field sampling efforts. Preparatory work for running isotope counting will be done including weighing, drying and ashing samples. Water sample analysis involves homogenizing the contents of a resin sample, drying the sample within a calibrated geometry, followed by gamma spectrometric analysis of the sample on a high-purity germanium gamma spectrometer following internationally established protocols. Contractor should have required experience to analyze samples and interpret results, and write up results in a way that could be understood by a non-expert in the field.
