- US Dept of Labor/Mine Safety and Health Administration is seeking purchase, delivery, and installation with training of a multi-format microform reader/scanner capable of creating digitized output files. The awarded vendor must also provide training, warranty, and maintenance for the purchased machine. The following list outlines the requirements for this microform reader capable of creating digitized output files : SPECIFICATIONS The multi-format microform reader/scanner must be a single unit with the capability of viewing and outputting both positive and negative images from the following formats (all formats mandatory): • Microfilm • Microfiche Slides • Aperture cards • Photos • 16mm and 35mm roll film The unit must have the capacity to output (digitize) images to: • CD • USB drive • E-mail • PC network • Cloud-based storage solutions Output images must be captured in a variety of popular formats, such as: • JPEG (mandatory), • PDF (mandatory), • searchable PDF multi-page/OCR (mandatory), • TIFF, • PNG. Focus adjustment and editing features must include: • Must allow both automatic and manual focus • Must allow adjustment of brightness and contrast • Must allow straightening and cropping of images • Must allow 360 degree rotation capabilities of images • Must provide zoom capabilities • Must provide ability to size digitized image to 8.5" x11" for ease of printing..Additional required technical specifications: • Must provide option to capture output in color, grayscale, or bi-tonal. • Must be capable of output resolutions between 100-600 dpi. • Must have motorized film carrier, and should provide ability to also manipulate carrier manually if needed. • Configuration of system and menu options should be readily accessible to end-user and easily adjustable between jobs. Interfacing and Networking: • Must be capable of functioning as a stand-alone system as well as a networked station. • Must be capable of providing output viewing and control capabilities through PC monitor interfacing (on or off-network). • If proprietary viewing/control monitor option is also available, must be capable of both on and off-network functioning and must be highresolution display with crop and alignment parameters. • Must be Windows compatible: Windows 7 (64 bit), Windows 8. Must be capable of interfacing on PC's with the following minimal specifications: o Processor: IntelCore i7-3770 CPU @3.40 GHz o RAM: 8.00 GB RAM • If the microform machine utilizes proprietary software, such software must be capable of being manipulated by standard computer functions (ex: keystrokes, mouse) and fully operational/functional without pen or touch input for use on networked computers. • Updates, as needed, for proprietary software (if utilized) should be provided free or at minimal cost. • Proprietary software (if utilized) must allow for versatile file management. • USB connectivity, if USB capable, should be USB 2.0 or higher. • Must have real-time image display when using either the stand-alone unit or networked PC. Installation Vendor must provide installation of microform machine as specified in Place of Performance (Section 7), ensuring unit is fully functional as both a networked as well as stand-alone machine, if the TICL chooses to purchase any add-on monitors. that may accompany the product. Training Vendor must provide overview training on basic functionality, use, and care of microform machine to TICL staff. Training may be either onsite as specified in Place of Performance (Section 7), or web-based. Technical Support/Maintenance Vendor should provide a standard warranty minimum of 60 days from date of purchase on parts, labor, and on-site visits if needed. An additional, optional annual fee-based maintenance support agreement should be provided and should include, at a minimum, 2 scheduled maintenance visits, phone support, non-consumable parts, labor, travel and shipping. The contractor will be responsible for ensuring compliance by its employees, working on-site at MSHA, with the security regulations of OMB HSPD-12, MSHA and other government installations or contractor facilities where work is performed under this contract. This includes the safekeeping,. wearing, and visibility of a MSHA provided badge. The contractor will ensure the security and return of all MSHA property, building key cards and standard keys issued to contractor staff. The contractor will return all badges, property, keycards, parking placards, and keys the same day one of its employee's leaves the project permanently or for an extended period of time. 5. Product Ownership All products and deliverables developed under this SOW are the property of the U.S. Government and the Mine Safety and Health Administration. 6.
