- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Elemental MS Inc., 12430 N Dowling Road, College Station, TX 77845. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 811219, Laboratory Instrument Repair and Maintenance Services; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Elemental MS Inc., 12430 N Dowling Road, College Station, TX 77845 for maintenance/ repair on the Delta V IRMS and the IsoPrime Ratio Mass Spectrometer. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI requires a 12 month service agreement to cover maintenance and repair on a IsoPrime ratio mass spectrometer (IRMS), made by GV Instruments and a 12 month service agreement on a Delta V IRMS made by Thermo Electron Delta. These are highly sophisticated instruments that must be maintained to ensure reliable operation. The complex nature of the systems requires that a qualified engineer perform preventative maintenance and emergency repair service as needed. The required service on these instruments must include on-site preventative maintenance and unlimited emergency service visits during the required period of performance. The service engineers must be able to obtain and maintain suitable clearance to access a secure Government facility. Elemental MS is the only North American distributor of parts and service for the Eurovector EA, a peripheral on the IsoPrime and has the FBI approved qualified service engineers to perform repairs and maintenance to the IsoPrime. Elemental MS is qualified to perform repairs and maintenance for the Delta V. Elemental MS is the only vendor that is capable of providing repairs and service for both the IsoPrime and the Delta V. Additionally, Elemental MS is the only vendor that is able to meet the rapid on-site response required by the FBI in the event of instrument failure. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by Elemental MS, as no other vendor is capable of providing the repairs and maintenance on both the IsoPrime and the Delta V and meeting the immediate response time in the event of instrument failure. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 08:00 am, EST, by Thursday, August 7, 2014, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
