Description
PRESOLICITATION NOTICE - J&A for Other than Full and Open Competition 1. Class Code: 34 2. NAICS Code: 333314 3. Subject: NOTICE OF INTENT TO SOLE SOURCE - One (1) LabRam High Resolution (HR) Evolution Raman Microscope with associated accessories. 4. Solicitation Number: W911QX-14-T-0115 5. Set-Aside Code: None 6. Response Date: 19 August 2014 7. Place of Performance: US Army Contracting Command - Aberdeen Proving Ground Adelphi Contracting Division Attn: CCAP-SCA 2800 Powder Mill Road, Adelphi, MD 20783 8. Description: The United States Army Research Laboratory (ARL) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source, based on Horiba Scientific Molecular and Micro-Analysis Division, being the only source capable of providing a Raman Microscope System that will satisfy ARL's minimum specification requirements as listed below: 1.Be able to obtain spectra from both inorganic and organic materials including biological, ceramic, and polymeric materials (solids and liquids). 2.Be able to obtain spectra for excitation wavelengths ranging from the ultraviolet (UV) (257 nanometre (nm) to the near IR (785 nm). 3.Be equipped with the following seven (7) specific excitation wavelengths: 257, 325, 457, 488, 514, 633, and 785 nm. 4.Be equipped with an Ar-ion laser that gives the following excitation wavelengths: 257, 457, 488, and 514 nm. 5.Be equipped with an open electrode thermo-electric cooled (-70oC) CCD detector (1024x256 pixels, 26 m2 pixel size) and two additional detector ports. 6.Include the following four (4) grating densities: 600 (457 - 785 nm), 1800 (457 - 633 nm), 2400 (230 - 400 nm), and 3600 grooves/mm (240 - 450 nm). 7.Be able to obtain spectra with the spectral resolution (i.e. dispersion) shown in the table below listed as a function of grating density and laser excitation wavelength for a 26 m2 pixel size CCD detector. Grating Density(grooves/mm)/Laser Wavelength(nm)/Dispersion (cm-1/pixel): (600 457 2.70) (6006331.30) (6007850.83) (18004570.81) (18006330.35) (24002571.75) (24003251.13) (36002571.06) (36003250.65) 8.Be equipped with an adjustable confocal pin-hole aperture. 9.Be capable of obtaining spectra up to 3000 cm-1 and down to 350 cm-1 at 257 nm, 200 cm-1 at 325 nm, 100 cm-1 at 457 nm, and 50 cm-1 at 488, 514, 633, and 785 nm excitation wavelengths. 10.Be capable of obtaining Stokes/anti-Stokes spectra at 514 nm excitation wavelength down to 200 cm-1. 11.Include the following visible objective lenses: 10x, 50x, 100x. 12.Include the following Deep-UV (220 - 450 nm) and Near-UV (290 - 500 nm) objective lenses: 20x and 40x. 13.Include the following long focal length visible objective lenses: 20x and 50x. 14.Be capable of determining material chemistry, phases, and residual stresses/strains with sub-micron spatial resolution in the X&Y. 15.Be equipped with an automated (i.e. computer-controlled) XYZ-stage with 0.1 micron step-size in X&Y (100 mm x 80 mm) and 0.5 micron step-size in Z capabilities. 16.Be capable producing material chemistry, phase, and residual stress/strain maps via automated XYZ-stage movement. 17.Be equipped with automated laser beam scanning with 0.05 micron step-size capability. 18.Be capable of producing material chemistry, phase, and residual stress/strain maps via automated laser beam scanning. 19.Be capable of producing material chemistry, phase, and residual stress/strain maps via simultaneous automated XYZ-state movement AND automated laser beam scanning. 20.Be capable of automated autofocusing during single-point and multi-point (i.e. mapping) spectra acquisition for Near-UV to Near-IR excitation wavelengths. 21.Be equipped with an quote mark open-frame quote mark microscope that allows compatibility with in-situ experimentation and other techniques including diamond-anvil cell, atomic-force microscopy, thermal stages, and other mechanical devices. 22.Include both an automated high-temperature stage capable of operating up to 1500oC with atmosphere control and associated software. 23.Include software for spectral searching of Raman libraries, particle location and statistical and multivariate analyses. 24.Be equipped with a stand-alone water-chiller for the Ar-ion laser (257, 457, 488, and 514 nm excitation wavelengths). The required system will be utilized in on-going and future mission research involving measurement and mapping of chemical, phase, and residual stress/strain data at room and elevated temperatures for a wide variety of organic and inorganic materials in solid and liquid forms including biological, polymeric, ceramic, and composite mixtures of these materials under stress-free and applied stress conditions. Horiba Scientific Molecular and Micro-Analysis Division is the only source capable of providing a single Raman Microscope System that will meet the Government's minimum requirements as listed in the aforementioned. As such, the Government intends to solicit and negotiate with Horiba Scientific, 3800 Park Ave., Edison, NJ 08820, for one (1) LabRam High Resolution Raman Microscope. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
