Description
Construction Layout #2 Construction layout for renovation US Department of Labor Employment Training Administration Office of Policy Development and Research OPDR - N-5636 •I. SUMMARY Employment Training Administrations Office of Policy Development and Research has a need to renovate its space to better utilize the current square footage. In order to accomplish this task, ETA will reconfigure its current space and add a new GS-15 private office. •II. SCOPE OF WORK The purpose of this Statement of Work (SOW) is to delineate an area in DOL's Frances Perkins Building (FPB) slated for construction and/or renovations. This designated area is an ETA office located on the Fifth floor of the FPB and is slated for partition, electrical, voice data, painting, and systems furniture work. The successful contractor(s) shall provide technical and expert consultation, design, construction and/or renovation services to ETA for the following area: N-5636 •III. MAJOR PROJECT TASKS WITHIN ETA'S AREA The following is a breakdown of the major tasks of this project and the resource that will complete them. Task 1 - Partition Construction •- Provide labor and materials to construct approximately 25 l/f of 9' high drywall partitions. New partition will be connected to suspended ceiling at top track and secured to concrete deck at bottom track. 22 ga metal studs will be set on 24" centers and secure to top and bottom track. ½ white stop bead will run along ceiling on both sides of partition to allow for drywall to slide in for a finished appearance without finishing being required. Attach ½" tapered edge drywall to both sides of new partition. Run drywall vertically so to leave only flat joints to be taped. Attach the ½" drywall using 1 ½" bugle head drywall screws, spaced no more than 16" in center stud and 12" on butt joints. Task 2 - Drywall Finishing & Painting •- Tape and finish to a level four finish any area that required patching on existing partition where demo resulted in damage or unfinished areas. Tape and finish all new partitions to a level four finish. •- Apply two coats of Benjamin Moore brand eggshell paint (color to match existing Oyster white) to all unpainted surfaces of new partitions. •- Install 50 l/f of new cove base (black) after painting and carpet installation have been completed. Painting in occupied area will be performed after hours. Task 3 - Furniture •- Disassemble two existing Haworth cubicles and take to storage room within FPB. Assemble GS-15 private office, using product from on-site storage area. Task 4 - Electric/Telecom (In-House Engineering) - Core drill and pull wiring for 1 electric outlet and 1 telecom outlet. Provide and install 1 new light switch to control 5 existing fixtures. •IV. PROJET PLAN AND DELIVERY SCHEDULE The contractor will provide a non-date specific timeframes for the completion of the following milestones prior to the beginning of the project. These timeframes will be used by the Project Manger to develop a project schedule that includes all vendors (Demo/construction, furniture, electrical and telecom) tasks. The schedule is to be developed by ETA Project Manager and approved by each vendor and ETA prior to the start of the project. •V. HOURS OF OPERATION AND DOCK INFORMATION Hours of Operation of contractor work is to be scheduled and shall occur as approved by ETA management. Delivery of materials will be between the hours of 6 am and 5 pm, Monday - Friday, unless otherwise coordinated and approved by ETA and the other DOL designated officials. All materials and equipment will be unloaded at the DOL loading dock and taken immediately to the place of installation. The loading dock cannot support trailer trucks, please use box truck for delivery. The Contractor is to provide ETA COTR or Project Manager with company employee names that will require access to the building one week prior to work and delivery of the furniture for notification to DOL Security Office. •VI. PARKING, DELIVERY & TRASH Prospective offers' are notified that parking in FPB garages is limited and no parking permits shall be issued for the offer's personnel vehicles for parking/access to the FPB garages during working hours (Monday - Friday, 7:00 am - 7:00 pm). Material drop-off and inside delivery will be at the FPB loading dock only, and is to be scheduled with COTR or Project Manager listed below. Clean Up: Pryor to starting any work, the contractor will install a 6 mil plastic dust barrier attached to the drop ceiling grid and run down to the floor to divide the area under construction from the occupied space during the course of the renovations. Remove all debris from the suite and broom clean the area. All construction debris should be taken by contractor to the loading dock and removed from the building. •VII. CONTRACT MANAGEMENT Initiation of the Project: Once authorization to proceed with this Task Order is obtained, the Contractor will be notified and shall received directions from ETA's Project Manager identified below. The Contractor shall discuss particular aspects of the project with the Project Manager to obtain a clear understanding of ETA's specific requirements and to establish a project protocol and the timetable for completion. The Project Manager for the work performed under this Task Order is: Rico Curry •VIII. PERFORMANCE MEASURMENT Performance Measurements factors are as follows: All coordination for the project has been completed and adhered to consistent with DOL and ETA requirements and specifications. A thorough inspection with the vendor will produce a punch list that will be completed as part of the project requirement. All items are delivered and consistent with the contract. III. Period of Performance The period of performance is ___with extensions granted (exercisable by the Government) to extend through projects completion and subject to availability of funding.
