- NOTICE OF INTENT TO AWARD SIMPLIFIED ACQUISITION USING OTHER THAN FULL AND OPEN COMPETITION FOR THE CREATION OF 3 EDUCATIONAL AND CLINICAL RESOURCE TOOLKITS TO ENHANCE TRAINING AND SELF-DIRECTED LEARNING TO IMPROVE SKILLS AND COMPETENCIES IN THE TREATMENT OF DELIRIUM, ELDER ABUSE AND PTSD IN OLDER VETERANS. The NAICS Code is 611710. The small business size standard is $15M. The Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1). The proposed sole source is for the following services: "The creation of 3 educational and clinical resource toolkits to enhance training and self-directed learning to improve skills and competencies in the treatment of Delirium, Elder Abuse, and PTSD in older Veterans. These toolkits would be a supplement to the twelve toolkits developed for the VA in FY13. "The creation of a 60-minute training webinar for VA staff on how to best utilize these toolkits and an additional 12 toolkits that were created in FY13. "The analysis of the 12 existing toolkits and 3 new toolkits to identify gaps in treatment and management information for each topic. "An analysis of all Geriatric Scholars toolkits and the creation of a schedule to revisit/retire each tool. "Evaluation of impact and utilization of these 15 on-line or print educational products. The Contractor's unique qualifications are as follows: Sarah Hyduke, MSW created the first 12 Geriatric Scholars toolkits and the creation of the final 3 toolkits is a logical follow-on to the work performed under that contract. As the designer of the original toolkits, Ms. Hyduke is uniquely familiar with the formatting and design philosophies involved in creating toolkits in this series. Further information of her unique qualifications is listed below: In FY13, she coordinated creation of the first 12 Geriatric Scholars Toolkits. She previously collected and developed VA Geriatric Scholars Toolkits covering Appropriate Prescribing, Dementia, Depression, End-of-Life Care, Falls, Functional Assessment, Incontinence, Nutrition, Osteoporosis, Pain, Sleep and General Geriatric Resources. This experience gives Ms. Hyduke a uniquely comprehensive understanding of the contents and construction of the original toolkits. The creation process for these toolkits involved hours of conversation with VA clinical content experts from around the country. Through these discussions, Ms. Hyduke determined what would be included in the toolkits and gained an understanding of what need each tool meets. Sarah Hyduke, MSW is the former national coordinator of the VA Office of Geriatrics and Extended Care Veterans-Community Partnership Programs. In this position, she created a toolkit for nationwide implementation, served as a content expert in geriatrics and gerontology, and developed a network of content experts in geriatric medicine across the VA. Ms. Hyduke's familiarity with the VA, with the VA workforce, and with professional development models to improve the competency skills of practicing clinicians will allow her to provide the requested services more efficiently and with greater understanding than other potential consultants. She has expertise in geriatrics toolkit development and extensive experience with the VA content experts required to develop new toolkits on geriatrics clinical topics. As a result of her past work with the Geriatric Scholars Program, she possesses unique knowledge of the toolkit creation and evaluation processes. A change in vendors would be disruptive to this program and the completion of this project within the timeframe required. Any new vendor would have to be first trained by Ms. Hyduke to interview content experts, identify and organize VA clinical resources, and oversee design and evaluation of the collected tools with specialists from the VA and the Government Printing Office. This notice of intent is not a request for competitive quotations; however, any quotation received IAW the attached Statement of Work by 3:00PM PST on August 15, 2014will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotations should be e-mailed to Jaclyn.Alverson@va.gov no later than 3:00pm PST on August 15, 2014. Only proposals received by this date will be considered. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "Quotation for Creation of 3 Geriatric Clinical Toolkits".
