Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source Firm-Fixed-Price Contract to STIDD Systems, 220 Carpenter Street, Greenport, NY 11944 for the services to overhaul and repair of 205 lithium batteries for STIDD Diver Propulsion Device (DPD). The purchase is not suitable for full and open competition for the following reasons. STIDD Systems is the original equipment manufacturer of the required parts. As such only STIDD Systems has the expertise, technical data, equipment, and experienced personnel to successfully repair and upgrade the batteries to meet the Government need. The Government does not own the technical data package (TDP). The batteries were originally built by STIDD Systems and all drawings are proprietary to STIDD Systems. Offerors wishing to provide responses/comments to this synopsis shall do so via email to Cassondra.garcia@navy.mil & carbon copy (CC) courtney.henslee@navy.mil no later than the closing date of this synopsis. The closing date of this synopsis is 20 August 2014. The proposed contract action is for repair services for which the Government intends to solicit and negotiate with only one source. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The resultant contract will be a firm fixed price contract with base quantities of twenty (20) units and option quantities of 185 units that will be overhauled and repaired over the course of four (4) years. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database. Registration may be accomplished by accessing the SAM website at https://www.sam.gov/portal/SAM/.
