Description
The NASA/ White Sands Test Facility (WSTF) plans to conduct an Industry Day for the Test Evaluation and Support Team follow-on contract. NASA/WSTF is soliciting firms to attend this event on Wednesday, August 27, 2014 at the Ramada Palms de Las Cruces, 201 East University Avenue, I-10 Exit 142 Las Cruces, NM 88005. The Industry Day presentation will be held from 8:30 a.m. MDT to 10:30 a.m. MDT with check-in starting at 8:00 a.m. MDT. NASA personnel will be available for one-on-one communication opportunities following the Industry Day presentation. One-on-one meetings will be scheduled from 11:30 p.m. MDT to 5:00 p.m. MDT on Wednesday, August 27, 2014. The NASA/WSTF is considering follow-on activities to the current Test Evaluation and Support Team (TEST) contract, NNJ11HA02C, ending April 30, 2016. A Request for Information (RFI) synopsis was posted on July 28, 2014, under the Reference Number NNJ14522358LA, requesting industry information to consider as part of the decision making process. Also, the current TEST statement of work is posted on the TEST2 procurement website at http://procurement.jsc.nasa.gov/test2/. An online technical library for the TEST2 procurement will be made available in the future via the TEST2 procurement website. It is the potential offerors responsibility to monitor this website for updates. A summary and a list of functions for the current TEST contract are as follows: WSTF is a unique environment in that it is a remote, hazardous testing facility. It provides unique propulsion test expertise and has capabilities for altitude and ambient testing. WSTF laboratories perform testing designed to better understand materials and components used in space flight. Some of the testing includes: oxygen systems, propellant systems, hypervelocity impact testing, composite overwrapped pressure vessels (COPV), and standard materials testing. WSTFs technical services office currently provides support for: Flight and Critical Hardware and Depot Processing Component Services (clean room and valve refurbishment), Fabrication Services Measurement Standards and Calibration Laboratory, Photo/Video Services, and Technical Publication Services. Additional requirements include: Facility Maintenance and Operations, Institutional Systems and Services, Management and Documentation Systems. WSTF also maintains an environmental program under a separate Environmental Compliance and Operations (ECO) Contract, which provides environmental compliance, restoration, remediation, and operations tasks, maintains site-wide multi-media environmental compliance, manages a large-scale groundwater monitoring program, as well as successfully initiates and completes environmental clean-up projects (restoration). WSTF customers include: International Space Station (ISS) Program, Multi-Purpose Crew Vehicle Program, Goddard Space Flight Center, and other NASA Centers. Additionally, WSTF works with the following other Government agencies: Army, Navy, Air Force, Department of Defense, Department of Energy, Environmental Protection Agency. Support will continue to be provided to any future Agency Programs, as well as external customers both private and Government. WSTF is certified to the ISO 9001 and 14001 standards as a joint Government and contractor certification; additionally, NASA and several of the site contractors are OSHA Voluntary Protection Program (VPP) Star certified. Interested parties are encouraged to address their experience in working within organizations that adhere to these standards. The current TEST contract is an indefinite delivery, indefinite quantity (IDIQ) cost-plus-award-fee and fixed-price type contract. Typical work under the TEST contract includes but is not limited to the following: propulsion subsystem and system testing at both ambient and simulated altitude conditions; propellants, aerospace fluids materials, and components testing; remote hazardous testing; hypervelocity impact testing; flight hardware processing; technical services training; quality test and institutional safety and health facility maintenance; and construction management. GOALS: The goals of TEST2 Industry Day are to: 1. Share the Governments current vision and objectives for TEST2. 2. Provide information on the current TEST contract for the TEST2 follow-on. 3. Promote competition on the future TEST2 contract. 4. Seek industry input to improve the future Request for Proposal (RFP). TEST2 Industry Day is open to all firms that are interested in pursuing contracting/subcontracting opportunities on the TEST2 procurement whether they have performed work at JSC or not. All interested parties are encouraged to attend. No tours will be conducted as part of the TEST2 Industry Day. No special badging is required to attend the Industry Day. No photographic or recording devices are permitted during the TEST2 Industry Day presentation or one-on-one communication sessions. After the TEST2 Industry Day presentation, all attendees are encouraged to submit written questions to the Contracting Officer. These questions, along with their official answers will be posted to the TEST2 procurement website, as well as a copy of the Industry Day presentation charts. ONE-ON-ONE SESSIONS: To facilitate interactive communications with industry, NASA personnel will also be available for private meetings at the Ramada Palms convention center with individual companies in conjunction with TEST2 Industry Day. Guidance for conduct during the One-on-One communications is attached to this posting as Attachment 1: One-on-One Communications with Industry Guidance. Any company may request a one-on-one meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. Meetings will not exceed 25 minutes in length and attendance is limited to four persons. One-on-one meetings can be either in person or via teleconference. Scheduling of appointment times will be on a first-come, first-serve basis. Appointments will be scheduled every 30 minutes between 11:30 a.m. MDT to 5:00 p.m. MDT on August 27, 2014. SIGN-UP REQUIREMENTS: To make reservations for the TEST2 Industry Day and one-on-one sessions please contact the Contracting Officer, David Tellez, at david.l.tellez@nasa.gov. The request shall include the following information: 1) Subject line: "TEST2 Industry Day RSVP" 2) Companys name and address. 3) The companys Point of Contacts (POC) names, telephone numbers, and e-mail addresses. 4) The Companys intention to attend the TEST2 Industry Day presentation. 5) The Companys intention to attend the one-on-one meeting in person or via teleconference. If a teleconference is required for any of the four members not physically present, please also provide the telephone number that we are to call for the teleconference. 6) The e-mail RSVP must explicitly state each of the companys attendees names and titles (limited to four) from your company that intend to attend the one-on-one breakout sessions. Any special time requests, with justification will only be accommodated as practical. This information applies to teleconference and in person one-on-one sessions. E-mail reservations must be received no later than 4:00 p.m. MDT on Thursday, August 14, 2014. A confirmation email will be sent to acknowledge your reservation. Companies will be notified on or before Friday, August 15, 2015 of their assigned one-on-one meeting day and time.
