** There is a.PDF version of this Request for Quotes (RFQ) available in FedConnect, Public Opportunity Reference Number P14PS01684. ** This is a RFQ for commercial supplies prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6 & 5.2, and as supplemented with additional information included in this RFQ. For the sake of easy reading, we will refer to the National Park Service as Us, We or Park Service, and interested bidders as You / Your. This procurement is 100% set-aside for small businesses under all applicable NAICS codes, including, but not limited to 324110, 424710, 211***, & 213***. Although the projected magnitude of this project is below $25000, we are posting this RFQ on Federal Business Opportunities and FedConnect to encourage small business participation. The company which accomplishes this contract must have a current System for Award Management (SAM, www.SAM.gov) record, and the SAM record must indicate that the entity is considered a small business under the applicable NAICS codes. The vendor to which this contract is awarded must also be registered in, and submit invoices through, the Invoice Processing Platform (www.IPP.gov). The resulting award will be a firm fixed-priced purchase order for supplies; the purchase order will match your quote, your invoices must match the purchase order. You must submit any changes or corrections to your company's bid by the RFQ due date. The anticipated award date for this contract is 31 August 2014. The anticipated start date for propane delivery is November 2014. Please submit all bids via email (preferred) or fax by 2300h ET Monday, August 18 2014. Continue through 2 rotaries to the intersection of Middle Verde Rd and Montezuma Castle Rd( less than 1 mile ). At the traffic light take a left turn onto Montezuma Castle Rd. Follow Montezuma Castle Rd to Montezuma Castle National Monuments Visitor Center at the end of the road. Directions to Montezuma Well National Monument : Follow I-17 to exit 293 (4 miles north of the exit for Montezuma Castle). Continue through the towns of McGuireville and Rimrock, following the signs for four miles to the entrance to the Well. Directions to Tuzigoot National Monument : Follow I-17 to exit 287 (located 90 minutes north of Phoenix, or 45 minutes south of Flagstaff).Turn onto Route 260 toward Cottonwood, AZ. Continue to the intersection of Route 260 and 89(approximately 12 miles). Take a left turn onto 89 at the traffic light. Follow 89 to historic 89 and continue through Old Town Cottonwood. Tuzigoot NM is about one mile past Old Town Cottonwood in Clarkdale, AZ. on the right side of the road. 1.3Site visit may be arranged by calling emailing KimberleyRobinson@nps.gov. PART II: SERVICES AND SUPPLIES 2.1.Furnish all labor, materials, tools, and equipment to furnish propane to the parks propane systems. There are 8 tanks at this time. These parks average about 4000 to 5000 gallons per delivery, normally. 1.Fill parks propane tanks on a bi-weekly basis from November 1 April 1. 2.Fill parks volunteer RVs and Campers (when we have them) on the same schedule as park tanks or as needed. 3.In the event of a spill clean-up shall be with green rated products whenever possible. 4.Tanks range from 100 to 500 gallons in size. 2.2Submittals: none 2.3Authority: All work performed on this project shall conform to National and Arizona State Codes and standards. 2.4Field Verification: The Contractor is responsible for field checking site conditions prior to submitting a bid. Failure of the contractor to inspect the site will not constitute grounds for withdrawal of a bid or of a claim after the award of the contract. 2.5Access: All deliveries will be made during parks normal operating hours, between 8:am and 5:pm local time. 2.6Pollution, Erosion and Sediment Control: The contractor shall be responsible for the immediate clean- up of any spilled substances considered hazardous. 2.7 All ground disturbances shall be returned to natural conditions. All spills and/or drips will be immediately cleaned. Contractor will be responsible for any damage to the building, or sidewalks, and shall clean or repair if necessary. 2.8Safety: Safety is of highest concern to the Park. Work will be stopped if an unsafe action is noted. At no time shall the contractor operate equipment in an illegal or unsafe manner which may endanger others. The Contractor shall be responsible for all employee safety on the work site. The Contractor shall provide and insure the use of all required personal protective gear. All operations shall comply with applicable OSHA regulations and industry standards. 2.9Injuries/Accidents: The Contractor shall report all serious injuries (those requiring medical attention) or fatalities that occur on the work site to the Contracting Officers Representative (COR) as soon as possible. The contractor shall report all injuries to the public or damage to private property to the COR as soon as possible. PART III: EQUIPMENT All equipment shall conform to industry safety standards with, but not limited to, appropriate guards and emergency shut off systems. PART IV:COMPLETION OF WORK 4.1 Completion of Work: Upon completion of this contract the contractor shall remove all contractor owned equipment, tools, debris from project, etc. and shall leave the premises clean, neat, and in good condition. 4.2 Payment: You may submit monthly invoices through the Invoice Processing Platform, www.IPP.gov. The NPS will pay all invoices via electronic funds transfer to the bank account listed in your companys SAM record within 30 days.
