- Guide to Responding to RFQ PWS This is a combined synopsis/solicitation for commercial items in accordance with the format set out at FAR sub-part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. The solicitation number is HSFELA-14-Q-1001. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-76 (effective 25 July 2014). The associated North American Industrial Classification System (NAICS) code for this procurement is 424720. This solicitation calls for the provision of diesel fuel and regular unleaded gasoline for use with back-up generators and gasoline fueled equipment at the Government's Louisiana Recovery Office facilities located in Baton Rouge, and New Orleans, Louisiana. (East Baton Rouge, and Orleans, Parish) This requirement is a set aside for small business. This is also a local area set aside, in compliance with FAR 26.202 and with reference to 26.206 and related clauses 52.226-3, and -4. Submissions of quotations will only be accepted and reviewed from those small business enterprises located within the State of Louisiana and whose: (i) primary office is located (resides), within such State; or, (ii) income is primarily earned within such State. THOSE ENTERPRISES SUBMITTING A QUOTATION IN RESPONSE TO THIS SOLICITATION MUST STATE WITHIN THEIR SUBMISSION THAT THEY QUALIFY UNDER ONE OF THE TWO REQUIREMENTS SET OUT IN THIS PARAGRAPH. FAILURE TO DO SO WILL RESULT IN THE QUOTATION BEING REJECTED WITHOUT REVIEW. Prior to any award, potential awardee(s) shall be required to submit written evidence of compliance with the local area set-aside. The Government's intent is to issue one or more Blanket Purchase Agreements based on quotes received in response to this solicitation. See attached to this document the following: 1. Performance Work Statement (PWS); READ THIS BEFORE SUBMITTING A QUOTATION. IT IS PART OF THIS SOLICITATION AND WILL BECOME PART OF THE AWARDED CONTRACT; 2. Guide to Responding to this RFQ, including Appendix "I". The Appendix contains clauses which will be included in the BPA and referenced in any delivery order. Such clauses include excerpts from the most recent DOL Wage Determinations with which a contract awardee shall conform. Quotations are to be received by FEMA no later than 4:00 p.m. CDST August 20, 2014. Unless provided for in the next paragraph, no extension of that date will occur. Quotations shall be submitted by email to the following personnel: Contracting Officer, richard.roberg@fema.dhs.gov and to the Alternate Contracting Officer, whose email is neddra.tucker@fema.dhs.gov. The Agency plans to make a decision on or about August 27, 2014. Pricing will be the dominant determining factor (50%) in making an award, with delivery flexibility and past performance each being a lesser factor (@25%). For sake of expediting review of quotations, please confirm that your company is registered in SAM. Non-registration in SAM will not bar an award, but will delay it until the proposed awardee completes registration and enters representations in ORCA. All questions regarding this solicitation must be submitted in writing, sent by email, to the contracting officers listed in the previous paragraph. Such questions shall be received no later than 3:00 p.m. CDST on Thursday August 14, 2014. Answers to such questions will be provided within approximately 24 hours of receipt. In the event a question requires a clarification of this RFQ, such clarification will be submitted as an amendment to this Notice, and, at the Government's option, the time to file a Quotation may be extended.
