Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences, (DCCPS), Heath Services and Economics Branch (HSEB), plans to conduct methodological work to create algorithms to be able to match the VR-12 HRQOL scales to the SF-36 HRQOL scales to enable comparisons across the entire database of participants in the SEER-MHOS across all study years (1998-2009), on a sole source basis with Boston University Medical Campus, Boston University School of Public Health, 715 Albany Street, Talbot building, Boston, MA 02118, USA. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 541380 and the business size standard is $14.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be for a 12 month period from the date of award. The Heath Services and Economics Branch (HSEB), mission is to support, conduct, and coordinate research on the dissemination of effective cancer-related health services into community practice. HSEB study demographic, social, economic, and health system factors as they relate to providing preventive, screening, diagnostic, and treatment services for cancer. The ultimate purpose of this research is to improve cancer outcomes, reduce cancer-related health disparities, and reduce the burden of cancer to patients, their families, and society. The purpose of this acquisition is to conduct methodological work to create algorithms to be able to match the VR-12 HRQOL scales to the SF-36 HRQOL scales to enable comparisons across the entire database of participants in the Surveillance Epidemiology and End Results (SEER) nationwide cancer registry system and the Medicare Health Outcomes Survey (MHOS) (SEER-MHOS), at http://outcomes.cancer.gov/surveys/seer-mhos/, across all study years (1998-2009). These metrics will then be made available to investigators who use data from the SEER-MHOS data resource. Having these metrics available to investigators will allow for inclusion of bigger sample sizes, enabling comparisons to monitor trends in PROs as well as include some cancer diagnoses that were before not possible given smaller sample sizes. Currently, the linked dataset contains ten cohorts, incepted beginning in 1998 and ending in 2009, representing over 95,000 individual participants of MHOS and diagnosed with cancer in SEER. The requirements of this task request include substantial expertise in (a) content knowledge health-related quality of life (HRQOL) research, (b) use of the Medicare Health Outcomes Study database, and (c) methodological expertise in the development, psychometric validation, and application of patient-reported outcome metrics, specifically related to the VR-12 HRQOL instrument. Based on these facts, NCI feels The Boston University School of Public Health (BUSPH) is uniquely situated to provide this expertise. The Boston University School of Public Health,, the proposed principal investigator for this project, has led a program of health services research measuring healthcare quality and performance for over 20 years. In addition, the Boston University School of Public Health, given its personnel and long history of conducting patient-reported outcome psychometric research, is uniquely qualified to conduct the work specified for this one year procurement. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, August 18, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
