- The National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics/Occupational and Environmental Epidemiology Branch plans to procure on a sole source basis services to support the study activities of 5 collaborating hospitals in Taiwan: Dalin Tzu Chi General Hospital, China Medical University Hospital, Kaohsiung Chang Gung Memorial Hospital, National Cheng Kung University Hospital, and Chi-mei Medical Center Hospital, from the Buddhist TZU CHI General Hospital Ta Lin Branch, N0.2, Ming-Shen Road, Dalin Town, Chiayi County, Taiwan, ROC. 622 This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $14.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be for a 12 month period from the date of award. The Occupational and Environmental Epidemiology Branch (OEEB) conducts studies in the United States and abroad to identify and evaluate environmental and workplace exposures that may be associated with cancer risk. OEEB's mission is to combine epidemiology, quantitative exposure assessment, and molecular components into multi-disciplinary studies to provide insight into cancer etiology, chemical carcinogenesis, and mechanisms of action. The purpose of this procurement is to support the study activities of the all participating hospitals in Taiwan, including: Dalin Tzu Chi General Hospital, China Medical University Hospital, Kaohsiung Chang Gung Memorial Hospital, National Cheng Kung University Hospital, Chi-mei Medical Center Hospital. The contribution of environmental, occupational and genetic factors to lymphoma has generated a series of novel, cutting edge findings in studies of Caucasians. To optimize the ability to build on and clarify these findings, it is necessary to investigate populations that differ from Caucasians in both exposure patterns and underlying genetic structure. Thus, a hospital-based case-control study of lymphoma in Eastern Asia (i.e., AsiaLymph) to be enrolled over a three-year period will be conducted. The contractor shall perform the following tasks, using the protocols provided by the NCI at the time of award: •1. Work with admission staff at each hospital to identify potential cases and controls as defined in the study manuals. •2. Train new study coordinators, interviewers and admission staff as necessary due to staff turnover. •3. Identify and enroll in the study 550 subjects. •4. Administer interview, using the questionnaire provided by the NCI, to 550 enrolled subjects. •5. Process blood and buccal cell specimens as specified in the Study Manuals provided by the NCI. •6. Ship blood and buccal cells from 550 enrolled subjects to the NCI. •7. Ship pathology specimens from 275 cases to the Pathology Center for AsiaLymph at Queen Elizabeth Hospital in Hong Kong. •8. Track blood, buccal cell, and pathology specimens in a Biospecimen and Environmental Sample Tracking System (BEST) provided by the NCI. •9. Upload interview data and participant information to the AsiaLymph Study Management System. •10. Compensate 550 subjects for their participation in the study. •11. Meet with AsiaLymph investigators and study coordinators for a site-visit every 4 months. •12. Report the following information monthly to NCI: a. Staff training, b. Changes in staff, c. Compensation paid to subjects, d. Protocol violations The major postulated risk factors for evaluation in this study are chemical exposures such as organochlorines, trichloroethylene and benzene. And, to properly assess these exposures among lymphoma cases and controls, accurate and historical data assessing organochlorines, trichloroethylene and benzene levels in the various workplaces in critical. Through extensive searches and discussions with scientists at national and international meetings NCI identified Buddhist Dalin Tzu Chi General Hospital system as a premier lymphoma hospital in southern Taiwan, with ample lymphoma cases and controls necessary for the AsiaLymph protocol, and is currently enrolling subjects into AsiaLymph. Further, researchers at the Buddhist Tzu Chi General Hospital system have the necessary historical data assessing various workplace chemical exposures. This data is comparable to similar data from the Hong Kong and mainland China study centers, thus allowing for the necessary pooling of data across all of AsiaLymph. Therefore, based on the facts listed above, NCI feels the Buddhist Dalin Tzu Chi General Hospital system is the only contractor that can fulfill the all requirements of this procurement. This is not a solicitation for competitive quotations. However, if any interested party especially small business, believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, August 18, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
