Description
This is a SOLE-SOURCE COMBINED SYNOPSIS/SOLICITATION for commercial supplies in accordance with the information in Federal Acquisition Regulation (FAR) Subpart 12.6, using FAR Subpart 13.5, Simplified Acquisition Procedures, Test Program for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. The RFQ (Request for Quote) number is N00189-14-T-0322. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-76 and DFARS Change Notice 20140721. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The proposed contract action is for commercial supplies for which The NAVSUP Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to solicit with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all bids, proposals, or quotations received by closing date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or at https://www.sam.gov. Sole source provider is Metal Dynamics, Ltd., 30 East Tenth Street, New Albany, IN 47150. The supplies to be acquired are for the modernization of the Ship Store onboard USS JOHN C STENNIS located in Bremerton, WA. The contractor must be capable of fabricating Metal Dynamics System 90 product line components to non-standard specifications. The supplies to be acquired are only available from Metal Dynamics, Ltd. This acquisition will result in a Firm-Fixed-Price contract under NAICS 337215. The required delivery date is 11 August 2014 with an installation period of performance of 11 August 2014 31 December 2014. SUPPLIES TO BE ACQUIRED: NEXCOM requires contractor support to fulfill the habitability improvement modernization package, c/o USS JOHN C STENNIS (CVN 74), for the Ship s main store afloat. The contractor is to fabricate and provide a) custom 4-way pinwheel displays, b) custom register-CPU stands; c) three counter-top show cases, d) metal slat wall shelving system, e) miscellaneous corner fillers. All materials procured and installed shall be in accordance with (IAW) Military Specifications MIL-STD-1623 and shall comply with all safety requirements as specified by OSHA. Fabrication, welding, and inspection shall be IAW MIL-STD-1689A (SHIPS). The contractor shall be responsible for complying with all relevant NAVSEA Technical Manuals to include, but not limited to: (A)NAVSEA Tech Manual S9086-VH-STM-010/Chapter 635, Thermal, Fire and Acoustic Insulation (B)NAVSEA Tech Manual S9086-VB-STM-000/Chapter 634, Deck Coverings (C)NAVSEA Tech Manual S9086-VD-STM-010/020/030 Chapter 631 v1, v2, v3, Preservation of ships in service. (D)NAVSEA Tech Manual S9AA0-AB-GOS-010/GSO, General Specifications for Overhaul of Surface Ships. Please see attached Performance Work Statement for complete specifications.
