Complete solicitation package will be posted 1 August 2014. Please hold any questions until complete package is released. The work consists of all materials, equipment, and labor to demolish and replace the HVAC system and associated piping, interior finishes, ceiling, and provide a fire suppression system for a portion of MT&L Building 676. Work will also include interior finishes and installation of a mass notification system for the building. The performance period for this project is 280 days after notice to proceed. All work is to be done at Arnold Engineering Development Center, Arnold Air Force Base, Tennessee. The request for proposal will be issued on 01 August 2014. The RFP will only be available electronically on the Federal Business Opportunities (FBO) website. Please register as a source to be notified of RFP amendments, etc. It is the responsibility of the vendor to check FBO frequently to ensure they have all available information. This project is a small business set-aside under NAICS 236220 with a small business size standard of $33,500,000. The construction magnitude of this project is $1,000,000-$5,000,000 AF 5352.201-9101 OMBUDSMAN (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsman, Evan C.
