- Statement of Work The proposed contract action for supplies/services for which the Government intends to solicit, negotiate, and enter into a Firm Fixed Non-Commercial Purchase Order IAW FAR 13, Simplified Acquisition Procedures for the following procurement, Full Scale Longwall Roof Support System. This posting will only be open for 15 days, no other notices will be posted FAR 5.202-13. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety & Health (NIOSH), Office of Mine Safety & Health Research (OMSHR) has a requirement for a ‘Full Scale Longwall Roof Support System.' The Full Scale Longwall Dust Gallery (Figure 1) in Building 151 of the Office of Mine Safety and Health Research's Pittsburgh Research Laboratory simulates the conditions found on many underground longwall coal mining faces in the United States (Figure 2). This laboratory provides an environment for the evaluation and optimization of longwall dust control techniques. Modifications and control of various operating parameters, such as mining height, spray system design, air flow, water spray quantity and pressure, and cutting direction provides researchers with feedback that would be impossible to duplicate in an operating mine. Continuous, real-time monitoring of air velocity, water pressure and flow, and dust levels at multiple locations is possible from the nearby control room. In order to fully simulate conditions along the longwall face, NIOSH requires twenty-two (22) full scale mockup shields. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps (FBO). It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quotation/ proposal will be provided any changes/amendments and considered for future discussions and/or award.
