Description
National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB), plans to procure on a sole source basis services to continue the collection of fresh frozen breast tissues and formalin-fixed paraffin-embedded (FFPE) tissue slides in three hospitals from The Chinese Hospital of Hong Kong, 4/F School of Public Health, Prince of Wales Hospital, Shatin, N.T., Hong Kong SAR, China. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $14.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is estimated to be as follows: Base: September 15, 2014 thru September 14, 2015. Option 1: September 15, 2015 thru September 14, 2016. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI/DCEG/GEB conducted a pilot study to test the technical feasibility to collect snap frozen and fixed tissues from cases treated at one of the participating hospitals in 2013. The specific aim for this procurement is to continue the collection of fresh frozen breast tissues and formalin-fixed paraffin-embedded (FFPE) tissue slides in three hospitals. Based on the data from the pilot study, approximately 600 frozen samples from 200 breast cancer cases and 1,500 FFPE samples from 500 cases will be collected during the base year. If the work proves successful, GEB will continue the procurement to an additional option year to extend the same work for additional 200 cases with frozen and 500 cases with FFPE samples. GEB goal is to recruit 2,000 controls from the same catchment areas to obtain an additional 2,000 cases. The contractor shall: 1. Obtain written inform consent from study participants for tissue collection; 2. Collect fresh frozen breast tissues (two non-malignant and one tumor) and five10um sections from FFPE blocks (two non-malignant and one tumor); 3. Store collected tissues properly (fresh frozen tissues in liquid nitrogen and FFPE tissue slides in tubes at room temperature) until the shipment to NCI; 4. Ship the tissue samples to NCI every 4-6 months; 5. Share clinical and epidemiologic data with NCI COR. Clearances: The NCI SSIRB approved the protocol of collecting tissue samples in HK in May 2013 (Project number: P131215). Chinese University of Hong Kong (CUHK) is uniquely qualified to perform this work for the following reasons: 1) the Genetic Epidemiology Branch (GEB) needs epidemiologic data, which is only available from CUHK current breast cancer case-control study; 2) Breast cancer patients will be recruited from CUHK-associated hospitals; no commercial company would have access to these patients; 3) In the pilot study, GEB has successfully collected paired normal and tumor tissues from 50 invasive breast cancer cases. GEB was able to obtained questionnaire data and clinical information for all 50 cases. GEB extracted genomic DNA and total RNA from two of the tumors and the quantity and quality of DNA and RNA were good in both samples. Therefore, the Chinese University of Hong Kong (CUHK) is the only vendor known that can meet the Government needs at this time. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11 AM EST, on August 15, 2014. All responses and questions must be in writing and faxed 240-276-5399 or emailed to Reyes Rodriguez, Contracting Specialist via electronic mail at reyes.rodriguez@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
