Description
RFQ Attachment 1 (Detailed Specs and Diagrams C27J 'SPARTAN' Mock-Up Trailer Formatted RFQ For C27J 'SPARTAN' Mock-Up Trailer [See attached RFQ] The US Army Special Operations Command, Fort Bragg, North Carolina has a requirement for one (1) C-27J "Spartan" Mock-up (actual replication of C-27J, from the back of the cockpit to the ramp) to serve as a Army Mobile Jump Training Simulator (CT626). The contractor shall provide all labor, equipment, materials and transportation. This is a combined synopsis solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All persons responding must reference solicitation number W56DUG0139K701 which is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76 effective 25 July 14. It is the contractor's responsibility to be familiar with all applicable clauses and provisions. Full text clauses are available at http://farsite.hill.af.mil. This requirement is a 100% set aside for a small business. The North American Industry Classification System Code (NAICS) is 336413 - Other Aircraft Parts and Auxiliary Equipment Manufacturing and the size standard is 1000 employees. REQUIREMENT. The U.S. Army Special Operations Command (USASOC), Fort Bragg, North Carolina has a requirement for a quantity of one (1) C-27J "Spartan" aircraft mock-up for the purpose of conducting pre-jump rehearsals (sustained airborne training). In order to meet this need USASOC requires the following parameters to be met IAW C-27J "Spartan" Specifications listed below. To ensure that sufficient information is available for technical evaluation, the offeror shall furnish descriptive material (technical information, brochures, drawings, or other information) necessary for the purchasing activity to determine whether the product offered meets the salient characteristics of the requirement. Offerors not providing technical information shall be excluded from competition. The contract will contain three (3) CLINS. Vendors shall submit quotes based on the three CLINs. QTY: CLIN0001: 1 EACH C-27J "SPARTAN" MOCK UP SPECIFICATION: [See attached document for detailed build specification and diagrams] 1. Contractor shall fabricate an approximate replication of a C27J "Spartan" cargo section frame (Mock-up) equipped with paratroop exit doors and ramp to assist unit with the most realistic sustained airborne operations simulation training. 2. Chassis/trailer system is approximately 32 feet long, no wider than 10ft (exterior wall to exterior wall), 8ft ceiling with an opening ramp of 9ft wide and 6 ¼ FT long. 3. The chassis shall have 4 point stabilizer/support system to limit rocking and tipping while system is in use. 4. The ramp will fold from chassis to ground by means of a crank system. Ramp design must be able to support 300+ lbs (jumper with combat equipment and loading/unloading of training equipment). 5. The Trailer itself must be on a duel axel system complete with all-terrain tires and an adequate suspension system correct for the weight of the mock-up. Trailer will also have dual tow hitch system where it may be towed by M1152/M998 (HMMWV) or Non Tactical vehicle. 6. Mounted on the tongue of the trailer will be two spare tires, a small generator to support inside lighting while not connected to military vehicle and a tool box with lid, and a lockable mechanism (hasp). 7. Trailer shall have all required operating lights to transport on public road ways (turn, brake, hazard, and reverse) IAW DOT requirements. In addition, trailer will have low-light side reflective markers (red or yellow) on both sides of the mock-up front and back. 8. Interior of mock-up will have 3 sets of white LED lights for low-light illuminations mounted evenly along roof of chassis. 9. Two sets of RED/GREEN jump lights will be installed on the rear side of the troop's doors. 10. A lockable control box with switches for all indoor lights will be located inside and centered on the forward wall of the chassis. 11. All wiring most be covered and hidden from environment by use of conduit. 12. The Mock-up will be fully painted tan on the outside and fully gray on the inside. 13. The Unit ID logo will be painted on the forward left and forward right sides and on the outside of ramp (rear). 14. Non-slip resistant panels will be installed on the entire floor, to include the loading ramp and troop doors. 15. The overall weight must not exceed 4200 pounds (gross). DESCRIPTION OF INTENDED USE AND ENVIRONMENT: This item will be stored outside and occasionally transported to off-road and remote locations to facilitate sustained airborne training (pre-jump). The trailer will be parked at Fort Bragg, NC and must be sufficiently weatherized to withstand the climate year-round. The interior of the trailer must remain dry during rain and snow conditions.
