- Notice of Intent The National Institute of Standards and Technology (NIST) intends to negotiate, on a Sole Source basis, under authority of FAR 13.106-1(b) (1), with Bruker Optics, Billerica, MA for the Repair Service of a Bruker Senterra Raman Microscope for the Engineering Laboratory at NIST, Gaithersburg, Maryland. The Bruker Senterra Raman microscope is used in the Engineering Laboratory (EL) for analysis of contaminated pipe materials for a research project with the U.S. EPA in 2006. The Senterra allows for visual sample characterization (physical information: color, shape, layers, morphology, etc.) in combination with Raman spectroscopic analysis of a location. Raman spectroscopy provides vibrational information (molecular bonding) similar and complimentary to infrared. Raman is useful with carbon-carbon bonds and other elemental bonds in polymeric and inorganic materials. Its use is critical for the Innovative Measure Science (IMS) project, Detection of Corrosion in Steel-Reinforced Concrete by Antiferromagnetic Resonance, and also will be used for projects in EL's Program -Sustainable, High-Performance Infrastructure Materials- for the Polymeric and Inorganic Materials Groups for the characterization of the various infrastructure materials. The lasers within the Senterra instrument have come out of alignment and have reduced the Raman signal to negligible levels. It was found that a damaged 50x objective and both green (532 nm) and red (785 nm) lasers need replacement as their intensity is less than one-half the original intensity and is out of specification. Bruker Optics, Inc. is the sole manufacturer and distributor of The Bruker Senterra Raman Microscope in the United States. Furthermore, this onsite repair can only be performed by Factory - Trained Technicians, there is no third party technical expert authorized to deliver this service. All repair parts required are exclusively sold by Bruker Optics, Finally, the Intellectual Rights and distribution of the equipment software remains exclusive to Bruker Optics, No other companies The North American Industry Classification System (NAICS) code for this acquisition 811219, with a revenue standard of 19M. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 16, 2014 will be considered by the Government.
