- This is a combined synopsis/solicitation for commercial items prepared consistent with Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures (see FAR 13.5), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared consistent with Federal Acquisition Regulations (FAR), Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures (see FAR 13.5), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Background The Government Accountability Office (GAO) has an ongoing need for U.S. aviation data from government and commercial sources. GAO has procured aviation data since 2004 in order to satisfy Congressional requests and technical assistance on a variety of topics. GAO's current contract is expiring at the end of Fiscal Year 2014. Objectives The data required include airline financial and operating (DOT Form 41 and Schedule T-100), passenger (DOT origin-destination OD1B passenger fare data), and schedules (e.g., Official Airlines Guide or equivalent). Additional aviation data, such as fleet (aircraft in service, parked, on-order, and retired) and flight performance data (flight delay and cancellation) is useful but not mandatory. The data must enable GAO to analyze data at various levels of disaggregation for individual airlines, airports, or city or airport-pair markets and for various time periods. Scope The following data should at minimum cover these periods: •· DOT Form-41 and T-100: historic data from 1994 to the most recent quarter. •· DOT Origin-Destination Sample: historic data from 1994 to the most recent quarter. •· Airline schedules: historic data to 2004 and for the next 12-month period beginning with the current month. Contractor must update all data on a regular and timely basis as new information becomes available (e.g. monthly updates for scheduling data, quarterly updates for DOT data). Contractor must provide complete definitions of the data elements provided, including numeric or alphabetic codes used in various data sets (e.g. location identification numbers for airports). Documentation of parameters as part of the output is required. Analytical capabilities and tools to accompany the data will be evaluated as part of the offer. Such analytical capabilities should include mapping, filtering, data merging, cross analysis, ratio, and comparative tools. Delivery Offeror must deliver access from the first day of the contract period through the last day of the annual contract period. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) No government-furnished property will provided to the Contractor. Security No security requirements as access to federal facilities is not involved, performance to occur at contractor's facility. Travel No travel required as part of this solicitation. Special Material Requirements No special materials. Other Unique Requirements No unique requirements. Place of Performance Contractor performance will be at the Contractor's facility. Period of Performance Base period is 12 months with four 1-year option periods for a total of five years. See Attachments
