Description
The Naval Sea Systems Command intends to award a delivery order under Basic Ordering Agreement N00024-14-G-4300 or N00024-14-G-4301 to accomplish specific nuclear-related work repairs in specialized work areas onboard USS ALBANY (SSN 753), USS MARYLAND (SSBN 738), and USS HELENA (SSN 725). Specifically, the effort requires marine machinists, pipefitters, riggers, and shipwright/stage/scaffold builders who are trained, qualified, and authorized to perform the work required on secondary propulsion plant systems involving main sea water, auxiliary sea water, condensate and feed (e.g., main condenser cleaning and flushing), reduction gear, ships service turbine generators (e.g., bearing inspection, low sensitivity rotor work, and SSTG collector housing work),main steam valve repairs (e.g., main engine and TG throttle valves), main engine work (e.g., main engine resilient mounts), engineering space grooming, reserve feed water tank, other internal tanks, heat exchanger repairs/cleaning, switch board inspect/repair, and ships air systems. This will be a "non-personal services" order. This effort will also include support to inside shop work associated with the aforementioned vessels and other submarines. Contractor journeymen under this requirement must be able to work independently in support of assigned jobs and be able to execute work through Task Group Instructions (TGIs). The Government estimates that the following amounts of hours by labor category will be required for this effort: journeyman level outside/inside marine machinist - 40,160 hours (20 people); supervisory outside/inside marine machinist - 4,016 hours; journeyman pipefitter - 48,192 hours (24 people); supervisory pipefitter - 6,024 hours; journeyman rigger - 44,176 hours (22 people); supervisory rigger - 6,024 hours; journeyman shipwright/stage/scaffold builder - 12,048 hours (6 people); supervisory shipwright/stage/scaffold builder - 2,008 hours; and anticipated overtime - 16,264 hours. Due to the nature of this work, this announcement is restricted to nuclear-qualified shipyards. The prime contractor for this requirement will be Electric Boat Corporation, A General Dynamics Company located at 75 Eastern Point Road, Groton, CT 06340-4989 or Huntington Ingalls Industries, 4101 Washington Avenue, Newport News, VA 23607. The period of performance is estimated to begin in September 2014 and end in September 2015. The place of performance is Norfolk Naval Shipyard, Portsmouth, VA 23709. This order will be issued pursuant to 10 USC 2304(c)(1). The proposed action is for supplies and services for which the Government intends to solicit under the authority of FAR 6.303 utilizing Class Justification and Approval for Other than Full and Open Competition (J&A) Number 40,970.
