- Statement of Work INTRODUCTION THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a contract for the fabrication and delivery of an Automated Radio Synthesis System: Monitor and Control System (Autorad) for the production of PET radiotracers for molecular imaging study in human subjects. EXTENT OF COMPETITION This acquisition is being released as a total small business set-aside competition. The intended procurement is classified under NAICS code 334519 Other Measuring and Controlling Device Manufacturing with a Size Standard of 500 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 dated July 1, 2014. This acquisition is conducted under the procedures as prescribed in FAR subpart 15-contracting by Negotiations at an amount expected to exceed the simplified acquisition threshold ($150,000). DESCRIPTION OF REQUIREMENT Background The National Institute of Mental Health (NIMH) Molecular Imaging Branch (MIB) requires automated radiochemistry apparatus for the production of PET radiotracers for molecular imaging study in human subjects. Specifically, the NIMH requires a Monitor and Control System (Autorad) as the main component of an automated radiosynthesis platform to be installed in a new cGMP facility. Purpose and Objectives The contractor shall fabricate the Autorad and deliver to NIMH and the Autorad should be able to produce all ligands ([18F]FIMX, [11C]FPEB, [11C] PIB, [11C]dLOP, [11C]ER176, [11C]SP203, and [11C]PBB3 ) that current AutoRad is producing. Period of Performance The Fabrication shall begin immediately after the receipt of this purchase from NIH and the delivery deadline is four (4) months after the date of the receipt of this purchase order. The delivered Autorad shall be tested by NIMH PET Radiochemistry group and successful performance of Autorad must be verified by NIMH Radiochemists. Project Description See attached Statement of Work for detailed description of required Autorad systems. CLOSING STATEMENT The solicitation will be issued on or about August 6, 2014 and bids or proposals will be tentatively due about 30 days after the solicitation release date.
