- The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of U.S. Army Dental Command (DENCOM) has a requirement for PerioLase MVP-7 Digital TruePulse Nd:YAG laser and LANAP protocol. The Government intends to negotiate on a sole source basis with Millennium Dental Technologies, Inc., operating as a Small Business located in Cerritos CA under the authority FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is a commercial product and the procedures at FAR 13.5 Test Program for Certain Commercial Items will be utilized. The U.S. Army Dental Command requires the ability to perform the Laser-Assisted New Attachment Procedure (LANAP ) which is only available with the Millennium Dental PerioLase MVP-7 Digital TruePulse Neodymium: Yttrium Aluminum Garnet (Nd:YAG) laser. The PerioLase MVP-7 laser is specifically designed for the LANAP protocol. The laser is well absorbed in inflamed gums and moderately absorbed in blood, but is not absorbed in water and poorly absorbed in hydoxyapatite so it is specific to the diseased gingival sulcus. It selectively removes epithelium leaving connective tissue intact; kills periodontal pathogens; alters calculus; neutralizes endotoxins in the root and soft tissue, and creates rapid hemostatis in periodontal pockets. It has high peak powers (up to 1800 watts), allows for selective tissue removal (diseased epithelium), increased kill depth of periodontal pathogens, and performs stable hemostasis fulfilling all the requirements for periodontal regeneration. LANAP is the only FDA approved specific and patented periodontal protocol allowing for periodontal healing with new attachment and/or regeneration. The LANAP protocol is evidenced based demonstrating periodontal regeneration (new bone, cementum, PDL over previously diseased root surfaces) in recent studies. In addition the technique is minimally invasive, has outstanding patient acceptance, allows the provider to treat more patients, requires less ancillary support, and allows for shorter patient treatment visits and faster completion times. Millennium Dental Technologies, Inc is the manufacturer and sole distributor for this product. Additionally, they are the patent holder for the required LANAP procedure. The North American Industry Classification System (NAICS) code is 334510. The Standard Industrial Classification (SIC) Code is 3845 and the Small Business Size Standard is 500. This is not a Small Business Set-Aside. The Government anticipates awarding one (1) Firm Fixed Price Contract. All questions must be directed to Ms. Yvette M.
