Questions and Answers Integrated Ethics Support VA741014-Q-0212 Question: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement? Response: This is follow-on. The incumbent is Education Development Center (EDC). The contract number is GS-10F-0406P Question: Task 6.4: This task asks for a review and analysis of Preventive Ethics storyboards that reside in the IE database. While the total number of storyboards is listed as "more than 1000" no specific number or breakdown by ethics domain is provided. For pricing purposes (to determine the scale of the review and summarization task), please provide a table that lists the number of storyboards per domain per year currently residing in the database. Also provide an approximate or estimated page count for each entry type in the database (i.e. page count per PE storyboard; page count per x-cutting issue; page count per EL project.) Response: Approximately 280 storyboards and 140 ethical leadership improvement projects are created each year. Question: Task 6.7: The task description does not specify if these deliverables must be 508 compliant and posting ready. Please specify whether the product of this task is intended for posting or distribution and thus would require 508 compliance and posting compatibility. Response: All final products must be 508 compliant. Interim products do not require 508 compliance testing. Question: Task 6.12: The text describing this task is not clear. The task references a "kit", a "guide" and a "set." However these terms are not clearly distinct concepts in the paragraph. Please provide precise language that relates each term to the other. The task references a 1-5 page description with references as an "action kit." Is an action kit (1-5 page description with references) the same as a "guide"? Is a "set" then defined as at least two action kits or guides? Response: Each individual Action Kit describes an implementable program change or intervention to address an ethical leadership weakness. The Kit guides action at a facility or VISN level. Pricing is for sets of 2 "Action Kits". Depending on the high quality interventions identified and the effectiveness of the Action Kits, VA may decide to purchase additional sets of 2 Action Kits. Question: Task 6.14: The size and scope of IEWeb is not clear. Please provide technical specifications for IEWeb or similar detailed outline of the IEWeb product so that a support guide can be appropriately priced. It also is not clear whether IEWeb presently contains an internal "help guide" or similar function. If it does, is the product of this task intended to be a supplement to the internal "help guide?" If the current IEWeb does NOT contain an internal "help guide" is this product intended to be a substitute for an internal help guide and therefore needs to be comprehensive? Response: IEWeb is a software program currently under development. Once deployed, it will aid in the process and documentation of ethics activities across the VHA health care system. This task is not meant to result in a comprehensive user's guide. Rather, it is envisioned as a set of job aids that provide instruction on overcoming identified challenges or problems using the system and/or best practices for system usage. The vendor would not need to develop an independent expertise on the IEWeb system. They will interview subject matter experts in the NCEHC and receive explicit instruction from us. Question: 508 Compliance: The requirement for 508 compliance is mentioned in a number of tasks in this solicitation. Does VA require specific software to be used to test 508 compliance? Will the 508 testing software be provided to the contractor for these tasks or will procurement of the test software be the responsibility of the contractor? Response: Information on VA's Section 508 program can be found online at: http://www.section508.va.gov/section508/Resources.asp. Procurement of the test software will be the responsibility of the contractor. Question: will the program office accept proposals for additional optional tasks not outlined in the SOW? Response: No. Please limit your proposal to the tasks outlined in the PWS.
