- The NASA Glenn Research Center (GRC) Educational Programs Office (EPO) is seeking Minority Serving Institutions (MSIs) who are interested in providing STEM engagement activities in summer and after school programs within our six-state region which includes: Ohio, Michigan, Indiana, Illinois, Minnesota, and Wisconsin. NASA has an excellent reputation in providing STEM education programs.We are currently looking to seize upon our past successes and seed some new work in summer and after school programs regionally. Some of our successes include the Science, Engineering, Mathematics and Aerospace Academy (SEMAA) and Summer of Innovation (SoI). These are examples of national innovative projects designed to increase participation and retention of historically underrepresented youth in the fields of STEM. The goals of SEMMA are to inspire a more diverse population of students to pursue careers in STEM while engaging students, teachers and parents.We do this by incorporating emerging technologies into the project; and provide a challenging curriculum that meets state math, science and technology standards. A hands-on, minds-on curriculum is the approach. As for SoI, the program was focused on engaging a variety of exemplary community based middle school student and teacher programs in integrating the SoI themes and content into their existing summer or afterschool programs. NASA will continue the Agencys tradition of investing in the Nations education programs educational institutions who play a key role in preparing, inspiring, exciting, encouraging and nurturing the young minds of today who are sure to be the workforce of tomorrow. The NASA GRC expects to award a total of five (5) cooperative agreements under this Notice pursuant to the authority of 1260.12(d) of the NASA Grant and Cooperative Agreement Handbook at http://prod.nais.nasa.gov/pu b/pub_library/granta.html. The overall award amount is $100,000. The maximum award amount per MSI institution is not to exceed $20,000. Additional programmatic information for this CAN may develop before the full proposal due date. If so, such information will be added as a formal amendment to this CAN and posted to NSPIRES at the STEM solicitation site at http://nspires.nasaprs.com. Similarly, responses to written questions will be posted on the NSPIRES website in the Frequently Asked Questions (FAQ) section. It is the sole responsibility of the proposer to regularly check NSPIRES for updates to this CAN. Prospective quoters shall notify this office of their intent to submit a quotation by August 15, 2014. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). All proposals in response to this CAN must be submitted electronically via NSPIRES ( http://nspires.nasaprs.com ). Electronic proposals must be submitted in their entirety by 5:00 p.m., Eastern Daylight Time (EST) on the proposal due date of August 29, 2014. The Governments obligation to make an award is contingent upon the availability of appropriated funds from which payment can be made. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin=. The information required by FAR Subpart 12.6 is included in the on-line RFQ. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The NAICS Code and the small business size standard for this procurement are 611710 and $15M, respectively. The offeror shall state in their offer their size status for this procurement.
