- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with M-B Companies of Chilton, WI, via single source procedures. This procurement is in support of the FAA ™s National Airport Pavement Test Facility (NAPTD) and the Heavy Vehicle Simulator Facility (HVS). The award will be for the procurement of quantity one Municipal Cleaning Vehicle (MCV) hardware, installation support and training The NAPTF carries out extensive research in airport pavements. Inspection of the test pavements requires cleaning the surface thoroughly, minimizing collateral effects that could damage or degrade surrounding equipment. The M-B Companies ™ MCV is on a BobCat Toolcat 5600 platform and is compatible with the NAPTD ™s previously purchased attachments. The unit has a turning radius of 17.5 feet and a cleaning deck width of five feet which is needed for the tight areas that facility has needing cleaning. The unit also has a self-cleaning collection tank and can be used for cleaning up hazardous spills that could occur with the diesel and other fuels that are used by the Pavement Test Facility. The purchase of the M-B Companies ™ MCV will allow the Pavement Test Facility to integrate with existing equipment and to leverage the initial investment by integrating with the existing BobCat Toolcat systems. Additionally, several other manufacturers ™ products were researched or brought in for an on-site demonstration and were found to not meet our requirements. Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
