Description
NOTICE OF INTENT TO AWARD SOLE SOURCE Notice Type: Notice of Intent to Award Sole Source, Special Notice Number 14-SN-0017 The Office of Naval Research (ONR) intends to issue a sole source modification to Indefinite Delivery Indefinite Quantity (IDIQ) contract award N00014-09-D-0584 under the authority of FAR 6.302-1 entitled, "Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements". The modifications will extend the current ordering period of the IDIQ contract by four months to a total ordering period of five years plus four months, which would expire on or about 22 December 2014. The contract is being performed by Advanced Technology International (ATI); 5300 International Blvd.; Charleston, SC 29418-6937. The additional four months will allow time for the government to complete the source selection under N00014-14-R-0004. The extension to the ordering period is required to prevent unacceptable delays and the associated impact on the success and fleet introduction of critical efforts under the Navy Manufacturing Technology (ManTech) Program. The scope of the IDIQ contract includes the following: (1) Manage and operate the Center for Naval Shipbuilding Technology (CNST); (2) Organize, facilitate and execute a shipbuilding industry-driven project selection process focused on the needs of key Navy ship acquisition programs; (3) Award and manage shipbuilding-related technical projects approved by the ONR Program Officer; (4) Provide support of special projects relating to the CNST mission, as required. Special projects may include, but are not limited to, executing Rapid Response projects to quickly meet emergent Navy requirements within the COE's technical area, providing technical and programmatic support to NAVSEA program offices, and completing industry surveys and benchmarking studies; (5) Accomplish the missions assigned by the ONR ManTech Division to CNST; (6) Plan, coordinate and conduct outreach activities and projects to increase awareness of CNST and disseminate manufacturing technology throughout the nation's shipyards and industrial base. The most critical efforts driving this extension are the work to be performed for the DDG-51 class destroyer and Virginia Class Submarine (VCS) program. These projects are tied to specific transition windows in the ship and submarine production schedules. Failure to initiate these projects in a timely fashion will result in not meeting these production need dates, thereby missing the opportunity to reduce the costs of these platforms by millions of dollars per hull. This notice of intent is not a request for proposals; however, all responsible sources may submit a statement of their technical capabilities to meet the requirements of MANTECH solicitations N00014-14-R-0004, which, if received within fifteen (15) calendar days of issuance of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
