Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-14-Q-0377 is issued as a request for quotation (RFQ). (iii) This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2005-76, Defense Circular Number 20140721, and Air Force Acquisition Circular 2014-0421. (iv) This procurement is being issued as a 100 percent Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this request is 561730, with a size standard of $7.5 million. The result of this solicitation will be a firm fixed priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. (v) The contractor shall provide the following Contract Line Item Numbers (CLIN): CLIN 0001 - 1 LO Tree Pruning/Trimming (754 Trees), IAW PWS 1.1 - 1.1.1. CLIN 0002 - 1 LO Palm Tree Pruning/Trimming (430 Palm Trees), IAW PWS 1.1 -1.1.1. CLIN 0003 - 1 LO Tree/Stump Removal (8 Lge, 23 Med, 13 Sm), IAW PWS 1.2. CLIN 0004 - 1 LO Green Waste Removal/Disposal (Est 200 tons), IAW PWS 1.3. (vi) The contractor shall provide all equipment, materials, tools, personnel, labor, supervision, and management necessary to perform certain grounds maintenance services (tree/palm tree trimming; tree and stump removal; and green waste disposal) at Davis Monthan AFB (DMAFB), AZ, in accordance with the attached Performance Work Statement (PWS). (vii) Period of Performance will begin with contract award and last 90 days. (viii) Provision 52.212-1, Instructions to Offeror -- Commercial applies to this acquisition. Performance Work Statement for Base Grounds Support Davis-Monthan AFB, AZ 85707 1.0. Description of Services. The contractor shall provide all equipment, materials, tools, personnel, labor, supervision, and management necessary to ensure that grounds maintenance (tree/palm tree trimming; tree and stump removal; and green waste disposal) is performed at Davis Monthan AFB (DMAFB), AZ, in a manner that will maintain healthy trees, and palms and professional appearance, in accordance with this Performance Work Statement (PWS). All work performed by the contractor shall be in accordance with all applicable laws, regulations, standards, instructions, and commercial practices, and the DMAFB Civilian Contractor Environmental Guide. 1.1. Trees. The contractor shall prune or trim trees identified by the Government Contracting Officer Representative (COR) as necessary. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute (ANSI) A300 Part 1 Industry Standards. Pruning shall be required to lift, remove, and/or cutback branches that conflict with normal traffic, safety, security, or inhibit the natural growth of the tree. Palm trees over 6' shall be trimmed, removing fronds and seed pods up to the 10/2 o'clock position. The contractor may invoice for the entire lot of palms once the job is completed. In addition, the contractor shall prune or trim trees that pose public safety hazards. Minimum safety clearances are: 14 feet over streets, 12 feet over driveways & parking lots, 8 feet over walk areas, 4 feet over buildings, and 2 feet from buildings. The COR will identify trees that pose threats to structures or buildings to be removed. Topping and de-horning are not permitted. Trimming or pruning of trees that touch or hang over energized utility poles or power lines is the contractor's responsibility. Minimum clearance from primary lines (over 600 volts) shall be 8 feet. Minimum clearance from secondary lines (fewer than 600 volts, i.e. electric service drops, telephone, and cable TV) shall be 4 feet. The contractor shall remove and dispose of all debris generated from trimming or pruning operation, and repair damage to soil/ground covering caused by contractor equipment. 1.1.1. Tree Standards. The contractor shall perform all tree work in accordance with contract specifications and the following tree care standards, latest edition, unless otherwise directed by the Contracting Officer or the COR. ANSI A300 - Standard Practices for Tree Care Operations including referenced Combined Federal Regulations (Utility Pruning and Emergency Service Restoration) ANSI A300 (Part 1) - Tree Pruning ANSI A300 (Part 3) - Tree Support Systems (Cabling, Bracing, and Guying) ANSI Z60.1 - American Standards for Nursery Stock ANSI Z133.1 - Safety Requirements for Tree Care Operations 1.2. Tree and Stump Removal. Tree and stump removal shall only be accomplished through the direction of the COR. The contractor shall perform stump and perimeter roots removal by completely removing, cutting or grinding all growth to a minimum of 2 inches below grade. Cutting and/or grinding debris shall be removed the same day grinding is performed. In areas where a lawn sprinkler system exists, the contractor shall plug any damaged irrigation, backfill with topsoil, and lay sod (if applicable) to match the existing ground grade. In areas where no lawn sprinkler system exists, the contractor shall repair damaged soil/ground covering as necessary to match existing grades. Trees identified for removal shall be considered within the following categories, Large, Medium, and Small, based on their diameter. The tree diameter shall be determined by measuring 4.5 feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter. Large Trees: Diameter 36", 40'+ high or width. Medium Trees: Diameter 24" to less than 36", 25-40' high or width. Small Trees: Diameter 3" to less than 24", less than 25' in height or width. 1.3. Green Waste Removal/Disposal. Contractor is responsible for removing and properly disposing of all green waste, palm husk, and tree debris. Landfill tipping fees are included as part of the removal cost. Each day the contractor must ensure the surrounding work surfaces are cleaned up and orderly and no residue, dirt, or tire markings are on sidewalks. 2.0. General Information 2.1. English Language. Contractor employees must speak, read, write, and understand English. 2.2. Work Area. The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition. The contractor shall remove and properly dispose of all job related waste material. 2.2.1. Air Quality. Contractor employees shall observe and exercise air quality control procedures as specified in the Pima County, Arizona, Air Quality Code. The contractor shall minimize soil disturbance to avoid creation of dust and sediment hazards. 2.3. Safety. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities. The contractor is responsible for furnishing contractor employees with all necessary personal protective equipment to perform services. 2.3.1. Fire Prevention and Safety Standards. Contractor employees shall comply with the Occupational Safety and Health Act (OSHA), Davis-Monthan AFB Fire Protection Program, Air Force Occupational Safety, and the Fire Prevention and Health Program. 2.4. Smoking in AF Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas. 2.5. Illegal Substances. Illegal substance possession and/or use will not be tolerated on any military installation, including DMAFB. The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation and subject to arrest and prosecution by local authorities. 2.6. Contractor Travel on DMAFB. Contractor employees shall not loiter in any working area before or after performing services. All contractor employees shall limit their travel on DMAFB only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart DMAFB. 2.7. Contractor Employee Conduct. The Government reserves the right to require removal from the installation any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein. 2.8. Security Requirements 2.8.1. List of Employees. Upon contract award, and prior to beginning work, the contractor shall submit to the COR a list of contractor employee names, social security numbers, and driver's license numbers, or other means of positive identification of all employees performing services on DMAFB. Foremen, supervisors, and superintendents must be identified on the list of employees. The contractor shall submit an updated list when an employee's status or information changes. The name of any contractor employee that is terminated during the period of the contract must be reported to the COR, in writing, within one workday of the employee's termination. 2.8.2. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance on DMAFB are obtained for employees and non-Government owned vehicles. 2.8.3. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc, or upon contract completion. The contractor shall notify the COR in writing when an employee departs, and return the employee's identification to the office that issued it. 2.8.4. Traffic Laws. Contractor employees shall comply with all Davis-Monthan AFB traffic regulations and state traffic laws. Contractor employees are subject to random vehicle speed control checks. Failure to adhere to base traffic regulations may result in the loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones is strictly prohibited while driving on Davis-Monthan AFB, unless the phone is hands free. Seat belt use is mandatory for all drivers and vehicle passengers. 2.8.5. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base. Denial of entry to contractor personnel who refuse to be searched, or detention of personnel found to be in possession of contraband, may result in loss of base driving privileges, debarment from the base, or other administrative action. Detention of contractor employees for any reason does not relieve the contractor of the requirement to perform contract services. 2.8.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB. 2.8.7. Reporting Requirements. Contractor employees shall immediately report to an appropriate DMAFB authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information. 2.8.8. Physical Security. Contractor employees are responsible for safeguarding all Government property and controlled forms provided for the contractor's use. At the end of each work period, the contractor shall secure all DMAFB facilities, equipment, and materials. 3.0. Government Furnished Property and Services 3.1. Emergency Services. The Government will provide security forces services (call 228-4444 for emergencies only), and fire protection services (call 228-3333). There are no emergency medical services available on DMAFB; therefore the contractor must dial 911 for emergency medical services. If the contractor dials 911 from a DMAFB phone, they must tell the operator that they are calling from DMAFB. 3.2. Utilities. The Government will furnish a source of electricity at the worksite as available.
