Description
SYNOPSIS: SEA LAMPREY MANAGEMENT PROGRAM EQUIPMENT NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The intent of this notice is to inform the vendor community of USFWSs proposed contract action. This proposed procurement is for items which the government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b)(1). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than August 4, 2014, 8:00 am CST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The US Fish & Wildlife Service intends to award a sole source contract to Waters based on FAR 6.302.1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this procurement is to provide HPLC equipment. The sea lamprey management program (Program) consists of two FWS field offices in the United States and one office in Canada. The Program currently owns and operates six high performance liquid chromatographs (HPLCs) which are used in the field to quantify lampricide concentrations during sea lamprey stream treatments and toxicity bioassays throughout the Great Lakes Region. The results of HPLC analyses are used to assess lampricide treatment effectiveness and ensure compliance with state and federal regulations. In order to maintain consistency throughout the Program and maintain interoffice compatibility and cooperativity, it is imperative that HPLC equipment be the same for all offices.
