Description
In accordance with the terms of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Reams Enterprises Inc. for Base Operations and Support Services for the Gillem Enclave. The period of performance for this contract extension will be 15 September 2014 through 14 March 2015. The primary type of work will include facilities support services under the North American Industry Classification System (NAICS) Code 561210. The small business size standard for this NAICS is $35.5 million average annual revenue for the last three fiscal years. Work under this requirement shall provide the management, administration, supplies, materials and labor necessary to perform the installation Public Works and Logistics Support mission for Gillem Enclave, Georgia. Support functions include Facilities Maintenance and repair services, grounds maintenance, pest management, refuse collection and litter control services. A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1), Only one responsible Source. The Government intends to procure this sole source requirement under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The incumbent contractor, Reams Enterprises Inc., is the only available source that can provide services until a new competitively awarded contract can be executed due to the magnitude and complexity of the requirement and the time available before the current contract expires. The time frame required, due to the 60 day phase-in/phase-out period required to get another vendor in place is not possible within the remaining current contract performance period. The short duration of this interim solution would also not allow for any cost savings due to the start up cost related to phasing in a new vendor. Due to this, Reams Enterprise is the only capable vendor that can provide the means necessary to provide these services in the timeframe required and at the current level of support needed. An award to any other source at this time would result in unacceptable delays and additional cost in fulfilling this requirement and would adversely impact the Gillem Enclave's ability to meet critical missions until a follow-on contract can be awarded. With their current staff, the contractor is responsible for providing DPW and DOL support personnel for Gillem Enclave, Georgia. The functional areas that the contractor is responsible for are all interrelated services under the existing contract and, as such, they must be managed/performed by one source to ensure continued services are provided to the Gillem Enclave. The current contract period expires 14 September 2014 which would require extension of the current contract by 15 September 2014. In accordance with the terms of FAR 5.207(15)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 13 August 2014 at 1530 EST, award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
