- The Naval Undersea Warfare Center, Division Newport, RI intends to place a purchase order with McLaughlin Research Corporation (MRC), Cage Code 3A051, New London, CT to develop a Temporary Alteration for Submarine (TEMPALT) Technical Data Package (TDP) for Acoustic to Radio Frequency Gateway Buoy submarine integration equipment. Delivery is by February 2015, FOB: DESTINATION, Newport, RI. FAR Part 13 procedures will be used. The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. MRC is the Developer of TEMPALT TDPs for Disposal and Stowage of Launched Buoys, as well as TEMPALT TDPs for launching devices for both SSN 688/6881 Los Angeles and SSGN 726 Ohio Classes. This unique knowledge and basis of buoy to submarine integration allows MRC to modify those existing TEMPALT TDPs to satisfy this requirement. Modification to MRC's existing TDPs allows the Government to meet the required schedule as well as avoid any substantial duplication in cost to the Government that is not expected to be recovered through competition. MRC is the only source who can meet the Government's critical timeframe of 01 Sep 2014 for submittal to the Planning Yard for review and approval of the TEMPALT TDP. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Additional information will be provided upon the release of solicitation number N66604-14-Q-2640, which is expected to be on or about 14 August 2014.
