- GSA-FEMA Canned Water Requirement - DC Hawaii This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with (IAW) the information in the Federal Acquisition Regulation (FAR) Subpart 12.603, Streamlined Solicitation for Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation WILL NOT be issued. The request for quotation (RFQ) solicitation reference number is GSA-FEMA-Q-14-4319. The United States General Services Administration (GSA), Federal Acquisition Service (FAS), on behalf of the Federal Emergency Management Agency’s (FEMA) Logistics Management Directorate (LMD), is issuing a Combined Synopsis/Solicitation to procure supplies for canned drinking water. THIS REQUIREMENT IS A SMALL BUSINESS SET ASIDE, WITH SOCIO-ECONOMIC STATUS. The period of performance shall be from date of award (DOA) through August 29, 2014. The place of performance shall be performed at the Government’s facility. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2005-74; effective 25 July 2014. The North American Industry Classification Codes (NAICS) is 424490, Other Grocery and Related Products Merchant Wholesalers with an employee size standard of 100. All Offerors that provide a quotation agree that the requirements can be provided in its entirety, and delivered within the specified performance period by the Offeror. Offerors that cannot provide the complete requirements, entirely by the Offeror, within the performance period specified should not provide a quotation, as it WILL NOT be considered. The Government has determined that based on the complexity, commerciality, availability, and urgency of this requirement, a shorter period is established for issuance and response time of the solicitation in accordance with FAR Subpart 5.203. All Offerors must have an active registration in the System for Award Management (SAM) at http://www.sam.gov. GSA intends to award a firm-fixed-price (FFP) contract to the Offeror(s) whose quotation is the most advantageous and provides the best value to the Government. The Government intends to evaluate offers and award a contract without discussions with Offerors. Quotations will first be evaluated to determine Offeror’s technical conformance to the requirements, and upon acceptance, evaluated for socio-economic small business category, past performance, and the environmental impact statement prior to evaluation of price. The evaluation factors for this requirement are (1) technical, including conformance to specification requirements, quantity capability, delivery, tracking, and packaging); (2) small business socio-economic consideration (including Small Disadvantage Business (SDB), Historically Underutilized Zone (HUBZone) or Service-Disabled Veteran-Owned Business (SDVOSB)); (3) environmental impact statement that includes a written statement from interested Offerors on how their proposed item will address GSA’s sustainability objectives (as outlined below); (4) past performance experience (including the name and phone numbers of the contracts’ Point of Contacts (POC), contract value, performance period and description of services similar in scope performed, along with any problems and the corrective actions taken to remedy any contract issues) ; and (5) price (see Attachment 2, Price/Cost Schedule).
