- OEM Suggested Maintenace Schedule Under this RFI we are seeking sources capable of performing the duties described below. If your firm is capable and interested, please provide: - Brief capabilities statement identifying your firm's experience with maintaining CDA systems - Brief description of how your firm could have available personnel to respond quickly to a failure in the system - A statement that your firm would be interested in providing these services The government would like to get this requirement on contract as quickly as possible, so it is important to identify quickly whether sources are immediately available. If sufficient sources are identified, a solicitation will be posted. Please provide this information to Joe Hetrick at joseph.hetrick@dmea.osd.mil no later than 05-August-2014. This will also serve as a sources sought for the upcoming replacement long-term maintenance contract. The Defense Microelectronics Activity (DMEA) operates a semiconductor foundry to support microelectronics development for various federal agencies. In the foundry there are several clean rooms which require air purification which is provided by a Clean Dry Air (CDA) system. The incumbent maintenance contractor has gone out of business and the last scheduled maintenance was performed in February 2014. Having the CDA system down would cause significant disruptions to DMEA's ability to fulfill its mission. Brief Description of Requirement: DMEA is in the process of putting together a new long-term maintenance contract, but is seeking solutions for short term maintenance and protection of the system while the new larger contract is put in place. The government contemplates awarding a small contract for the one visit to perform the scheduled maintenance and to have a company on-call to perform emergency maintenance in the event of a failure. The objective of this acquisition will be to maintain in-specification uninterrupted 24/7/365 Clean Dry Air (CDA) and vacuum (Hi-Vac) systems to support critical microelectronics fabrication clean room and laboratory equipment. Under this prospective contract, the contractor will provide all equipment, tools, materials, supervision, and all other items and services necessary to perform CDA and Hi-Vac equipment maintenance work (preventive and remedial). Equipment Covered: i. Two (2) each Ingersoll Rand EH Series Desiccant Dryers, Model EH4004HN00A S/Ns 307402-1 and 307402-2, and associated equipment. ii. Two (2) each Ingersoll Rand Air Compressors, Model IRN75H-CC, S/Ns NV8399U08226 and NV8398U08226. iii. One (1) each Air Compressor and Hi-Vac X81 Sequencer S/N 532, VX Box S/N 29 and IO Box S/n 63 and associated Ingersoll Rand automation system. iv. One (1) each AirTech Model SCS-L250D-2TAN Hi-Vac System with two (2) vacuum pumps. v. One (1) PolySep PS - Oil/Water Separator The contractor will be required to maintain the CDA system to provide 110 psi compressed air at -73° C (-100° F) maximum and -96° C (-140° F) minimum dew point to the main line at all times The contractor will be required to maintain the Hi-Vac system to deliver -25 to -30 in Hg vacuum at all times. Preventative maintenance includes : The contractor shall perform the Original Equipment Manufacturer (OEM) recommended PM actions at the appropriate OEM identified intervals, examples described in Exhibit 1 DMEA CDA/Hi-Vac Equipment and Preventative Maintenance Schedule. The contractor shall replace consumable items as defined by the OEM. The contractor shall make any needed adjustments for start and stop of daylight savings time, resetting the correct time after power outages, etc. as required. The contractor shall notify the DMEA COR and Contracting Officer of any recommended changes to the PM tasks or schedule in Exhibit 1 DMEA CDA/Hi-Vac Equipment and Preventative Maintenance Schedule; however, the contractor shall not implement recommended changes until authorized to do so by the DMEA COR or Contracting Officer. Remedial Maintenance includes : The contractor shall monitor CDA and Hi-Vac system performance and functions and recommend remedial maintenance actions as required. Upon authorization from the DMEA Contracting Officer's Representative or Contracting Officer, the contractor shall perform approved remedial maintenance activities. The contractor shall perform CDA and Hi Vac system maintenance without shutdowns using the built-in system redundancy to the maximum extent possible. Examples of remedial maintenance actions include: replacement of worn bearings and sheaves, sensor replacement, motor replacement, valve replacements, and similar non-PM repair actions.
