- The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) intends to award a sole source contract to National Instruments upon the basis of the authority provided at FAR 13.106-1(b)(1), the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ERDC-CRREL has a requirement to procure one (1) NI PXI High Speed Digitizer System to include one (1) NI PXIe-5162 Digitizer/Oscilloscope and one (1) NI PXIe-1073 Chassis Kit. CRREL research projects require the NI PXI System to satisfy a number of constraints in terms of operability. The system must include four (4) analog input channels which can acquire up to 5 GS/s with 1.5 GHz of bandwidth on a 50 Ohm path and 300 MHz on a 1 MOhm path; 2GB onboard memory, standalone system with a graphical user interface (GUI). To manage the large data sets, the system requires a PCI Express x4 Gen 1 link to the PXI Express backplane. The chassis kit requires an integrated controller for remote control applications, a transparent, remote link with up to 208 MB/s sustained throughput to the host computer; and five peripheral slots for I/O modules. Furthermore, National Instruments provides the only product capable of generating the necessary output to collect, process, and exploit electro-magnetic (E-M) emissions as required for an upcoming project. These E-M emissions result from fracture of a variety of rock types need to be quantified and exploited for potential military applications. Market research has indicated National Instruments to be the only manufacturer and distributor source for this specific digitizer. The associated North American Industry Classification System (NAICS) code is 334515, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
