QUESTIONS AND ANSWERS FOR SOLICITATION W91ZLK-14-R-0015 FACILITY & LOGISTIC SUPPORT EDGEWOOD AREA, ABERDEEN PROVING GROUND QUESTION 1-11 RECEIVED VIA EMAIL ON 7-29-2014 AT 1405 PM QUESTION 12 RECEIVED VIA EMAIL ON 7-29-2014 AT 1630 PM Question 1. What manufacturer brand(s) of systems furniture is (are) currently in use? Answer 1. Furniture Manufacturers: Haworth, Krug, Herman Miller, HON, Indiana furniture and Maxon. Question 2. Does this solicitation fall under the Service Contract Act? Answer 2. Yes Question 3. RE Section 4.4.3 what is quote mark Installation Stair Carry quote mark ? Would you please provide more detail as to what the Government is anticipating bidders to price under this service? Answer 3. Stair Carry: Periodically there may be a need for workers to manually transport furniture upstairs. This could be due to the facility not having a lift or elevator within the facility. Question 4. RE Section 4.4.2 what does the Government anticipate quote mark Transportation Inventory quote mark to include? Would you please provide more detail as to what the Government is anticipating bidders to price under this service? Answer 4. Transportation Inventory means that: The contractor is responsible for performing periodic furniture/equipment inventories. Additionally, the contractor is required to provide transportation as needed to transport/set-up furniture as required by the customer. Question 5. RE Section 4.4.2 what does the Government anticipate quote mark Rummage Disposal quote mark to include? Would you please provide more detail as to what the Government is anticipating bidders to price under this service? Answer 5. Rummage Disposal: Contractor is held accountable for removing all debris regarding minor construction projects they completed for JPEO. Question 6. RE: Section 4.4.5 for quote mark Steam Extraction Cleaner with Supplies quote mark is this just the price of the equipment and supplies or the equipment, supplies, AND personnel to operate the equipment? Answer 6. Steam Extraction: This includes everything as it will be expected that the contractor should have all equipment, supplies and personnel to complete the project. Question 7. Is the Government expecting bidders to also propose OT Rates? If so, how does the Government define OT? Is OT more than eight hours per day or more than 40 hours per week? Answer 7. It's anticipated that all projects will be completed during the duty day which is from aprox 8-530 M-F. Be advised that some of our projects may have to be worked after 5:30 or weekends. We consider projects completed during the duty day as straight time. If we have to complete after hours or weekend projects that could be considered overtime. However our preference is to have overtime be considered as hours worked over 40 within the week Question 8. Has the Government considered requiring the contractor to have the ability to provide Secret cleared personnel and/or escorts to relieve some of the burden on current Government staff during project execution? It seems it would be advantageous to the Government to require that the contractor provide secret cleared personnel in the positions of Project Manager, Project Coordinator Onsite, Inventory Survey In Fields, and Installation Supervisor or have the ability to provide/price secret cleared escorts. Answer 8. Contractor MUST have a favorable background investigation in accordance with DOD standards. Contractor will be required to complete SF-85 NACI investigation before starting any work. All referenced can be obtained from JPEO-CBD (our security office can assist with the initiation/completion of the required forms). Question 9. Sections 4.4.6 and 4.4.7 should it be assumed that the requested pricing is for labor only? If not, what else should be included in the provided pricing? Answer 9. Pricing will be on a task order basis. Contractor should be prepared to furnish or supply all material/equipment needed to complete each assigned task. In the event where the government will supply the materials, is will be annotated in the request for services. Question 10. Page 1 Section 1. General - The statement of work states quote mark Contractor will be local... quote mark - what does the Government consider to be quote mark local quote mark ? Answer 10. Able to respond to our request within 24-48hrs of the request. Question 11. Are proposals to be submitted electronically or hard copy? Answer 11. Electronically, reference submission procedures in the solicitation. Question 12. We would like to ask you if there is an applicable Wage Determination for this effort. If so, can you please provide? Answer 12: YES reference attachment.
