Description
This is a notice of intent to proceed with a sole source requirement with Hatteras Island Ocean Center, Highway NC 12, Mile Marker 71, Hatteras Island, NC 27943 to provide remote sensors for sea turtle nesting monitoring services. The contractor shall provide all labor, tools, equipment, materials and supervision required to perform sea turtle nest sensing on Hatteras Island at CAHA. Contract is classified as non-personal service requirement. Place of performance is various locations Cape Hatteras National Seashore, Outer Banks, NC. Cape Hatteras National Seashore (CAHA) is looking for ways to shorten the amount of time beach closures have to remain in place to protect sea turtle hatchlings. Upon discovery of a nest, a 10 m X 10 m closure (consisting of symbolic fencing) is placed around a nest to protect it during incubation. For the most part these closures do not create access issues for pedestrians or off-road vehicles. Once a nest reaches the hatch window (at ~50 days of incubation) the closure is expanded all the way down to the shoreline to protect emerging hatchlings on their trek to reach the water. Occasionally, hatchling tracks will be obscured by wind and rain and hatching/emergence events will be missed by the biological technicians monitoring the nests. Having sensors in the nests will prevent this from happening 1. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice is being provided per FAR 5.201(b) (1) (i) and 5.207(c) (15) and (16). 2.Market Research has found no other vendor which can provide services that meet (or exceed) those of the requirement offered by Hatteras Island Ocean Center. 3.Vendors that believe they can meet these requirements may respond to this notice. The response should contain a brief description of the proposed abilities to fill the above pre-requisites. If the response suggests a qualified vendor, a competitive Request for Quotes (RFQ) may be issued. 4.The determination to compete or not compete this requirement based on responses to this notice is at the Governments discretion. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
