- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13, Simplified Acquisition Procedures. The US Army Contracting Command, Aberdeen Proving Ground - Tenant Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 has a requirement to procure the following: Period of Performance: 1 year from date of award Place of Performance: Performance will be at contractor's location. Contractor shall perform a one-generation amphibian metamorphosis study of the environmental effects of a new family of insensitive munitions. The study includes the production of a final report suitable for peer review submission detailing the conduct of the experiment and identifying the results. 1.Description of the service: The cost of the contract shall cover the following: a. Conduct a one-generation amphibian metamorphosis study according to a modified version of ASTM method 2591. b. Raise, maintain and euthanize the test systems IAW established standards of care for R. pipiens as outlined in ASTM Standard Guide for Conduction the Frog Embryo Teratogenesis Assay. c. Concentration of test substances in the exposure chamber will be monitored using an appropriate analytical method at the beginning, midpoint, and end of the exposure period. d. Contractor will produce a final report suitable for peer-review submission detailing the conduct of the experiment and identifying the results. e. Brief, monthly reports will be provided to the COR via e-mail. 2.Locations: The contractor shall perform the work activities described in this SOW primarily at their facilities. 3.Requirements: Personnel provided by the contractor in support of this effort shall have the skills and technical background necessary to successfully complete the tasks described in this SOW. 4.Deliverables: The contractor shall provide the Contracting Officer's Representative (COR) monthly project status reports via e-mail. The Government intends to award a firm-fixed price sole source contract to TRE Environmental Strategies. TRE Environmental strategies has a unique knowledge of proprietary information such as intellectual property rights based upon development of the study design and as co-investigator in the larger work unit ER-2223. This work is task 3 for the larger study Development of environmental health criteria for insensitive munitions (IMX-101-104). The associated North America Classification Systems (NAICS) Code is 541620 and the Business Size Standard is $14,000,000.00. All responses received within ten (10) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 2:00 PM Eastern Time, Tuesday, August 8, 2014. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
