- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA(SS-SA)-2014-CSS-264 and the solicitation is issued as an request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05-74, dated May 30, 2014. A notice regarding any set-aside restrictions, the associated NAICS 334519 code and the small business size standard is $14.0 dollars. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures, FAR Subpart 13.5-Test Program for Certain Commercial Items, and FAR Part 12-Acquisition of Commercial Items. The National Institute on Aging (NIA) at the NIH would like to procure a GeneActiv accelerometer bulk pack. Place of Performance: NIA/IRP/LEPS 7201 Wisconsin Ave, Suite 3C-309, Bethesda, MD 20814 Period of Performance: Contractor shall deliver all equipment within 30 days after receipt of order. The provision of FAR clause 52.212-1, Instructions to Offerors - Commercial Items (July 2013), applies to this acquisition. The provision of FAR clause 52.212-2, Evaluation - Commercial Items (January 1999), applies to this acquisition; the provision of FAR clause 52.217-9, Option to Extend the Term of the Contract (March 2000), applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, technical, price and other factors considered. The Offeror must include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items (August 2013), with its offer. The FAR clause is located at http://www.acquisition.gov/far/. FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (September 2013), applies to this acquisition. There are no additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. The Defense Priorities and Allocations System (DPAS) is not applicable to this requirement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." Purpose and Objectives: The purpose of this project is to monitor physical activity in a free-living environment in participants of an active lifestyle intervention. Participants in the study will do specific exercises during the intervention visits. They will wear the accelerometers during this time, but also during the rest of their day to monitor their behavior outside of the intervention visits. Accelerometers offer an objective means of monitoring physical activity, sedentary time, and sleep that is more informative than obtaining self-report information via questionnaire. Project requirements: Contractor shall provide: •160 each Brand Name or Equal GeneActiv accelerometers with wrist straps, software, and instruction manual, Activinsights LTD catalog number GATV03 (3 packages of 50 each) and GATV04 (10 each). •9 each Charger cradle/docking stations (capable of holding a minimum of 4 devices) Activinsights LTD catalog number GATV05 Equipment is manufactured by Activinsights LTD, Unit 11, Huntingdon, Cambridgeshire, United Kingdom PE28 0NJ The equipment must: 1.Allow for download of raw data in an open format that is not filtered in any way by proprietary software. 2.Battery Life/Recording Time of 18 days or more of continuous running at 30 Hertz. 3.Physical design to maximize participant comfort while wearing the device, thus improving adherence to the protocol. 4.Minimum Memory of 500MB 5.Lightweight less than 16 grams without the strap 6.Water resistant to a depth of 1m 7.Does not allow access to unfiltered raw data from the device 8.Low physical profile that does not protrude more than 13mm from a flat surface 9.Open integrated wrist strap 10.Real time internal clock and light and temperature sensors 11.Able to withstand impact when dropped from 0.5 meters All responses must be received by August 8, 2014 at 12:00pm EST and must reference number HHS-NIH-NIDA(SS/SA)-2014-CSS-264.
