Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualified Small Business Administration (SBA) certified: HUBZONE firms relative to the North American Industry Classification Code (NAICS) 541618 Other Management Consulting Services. The U.S. Military Academy West Point NY is seeking sources capable of providing the following: 1)Acquire lead names and contact information a)USMA currently has contracts in place to conduct predictive analysis of leads. Vendor must coordinate with current vendors to transfer personally identifiable information (PII) to its database. Minimum data required to transfer in support of campaign execution is: student name, street address, city, state, zip code, email address, parent name, and student graduation year. b)Vendor must use minimum security protocols recommended by U.S. Department of Defense standards (DoD 52220.00-M). c)A secure transfer system will be used to transfer PII. 2)Market Research a)Vendor will conduct market research in order to give USMA a clear understanding of its target audience, top performing college-bound high school students, and provide priority and value in the college searches. b)Market research will consist of primary and secondary sources. Primary research can include, but are not limited to: surveys, interviews, and focus group sessions. Market research will also include use of new technologies, higher education best practices, and effective use of marketing techniques by peer schools. c)At a minimum, findings will be presented electronically and via teleconference. 3)Pre-application Campaign a)Develop, create, and execute a direct-marketing campaign targeting high-quality high school freshmen and sophomores. 4)Application Generation Campaign a)Develop, create, and execute a direct-marketing campaign targeting high school juniors, seniors, and guidance counselors. Interested sources are requested to submit an email delineating qualification, capabilities, and experience for providing these services. Sources must sufficiently demonstrate the capability to perform these services and must provide detailed experience and qualifications in all previous work pertinent to this effort. Please include your business size with your submittal. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The applicable North American Classification System (NAICS) 541618 Other Management Consulting Services and the small business size standard is $15.0M. Responses due are to be submitted by e-mail to andrew.redfern@usma.edu. The information requested must be received no later than 12:00 pm Eastern Daylight Time on 4 August 2014.
