- SF-1449 Combine Synopsis-Solicitation and SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. The associated North American Industrial Classification System (NAICS) code for this procurement is 541613 with a small business size standard of $14.0M. THIS IS A 100% SMALL BUSINESS SET-ASIDE. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to jemal.williams@trade.gov. Questions should be received no later than Thursday July 31st, 2014 at 12:00 pm EST. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) Department of Commerce, International Trade Administration, All Trade Promotion Program -Gap Analysis Project 1. BACKGROUND ITA (http://www.trade.gov) is the premier resource for American companies competing in the global marketplace. ITA has a dual mission of promoting U.S. exports and inflows of foreign direct investment. Attracting more foreign investors to the United States has a positive impact on our economy and creates and supports millions of jobs. With 95 percent of the potential consumers for U.S. goods and services living outside of the United States, ITA has a critical function in helping U.S. companies be more competitive in the global marketplace. Exports accounted for 13.5 percent of U.S. GDP in 2013, compared to 5.6 percent 40 years ago. The United States exported $2.3 trillion worth of goods and services in 2013 - an all-time record. Nearly 10 million American jobs - roughly seven percent of total employment in the United States - are tied to exports. 1.1. The Trade Promotion Programs and Strategic Partnerships (TPP/SP) is an office within ITA, comprised of four sub-programs: Trade Missions, Strategic Partners Program, Trade Fair Certification and the International Buyer Program. This GAP Analysis would be for the Strategic Partners Program. 1.1.1. Strategic Partner Program: The Strategic Partnership Program was created over 10 years ago with the purpose to broaden and deepen the U.S. exporter base. The International Trade Administration Strategic Partnership Program is leveraging partnerships with trade associations and private corporations. Through these innovative public-private partnerships, millions of U.S. businesses are learning about global business opportunities through the International Trade Administration and the Strategic Partnership Program is a program unit within the International Trade Administration. In doing so, the International Trade Administration Strategic Partnership Program creates triple win scenarios: • National export objectives are supported; • Partners deliver valuable information to help their customers and members grow; and • More small- and medium-sized businesses get the export assistance they need to be successful and maintain good American jobs at wages 13 to 18 percent higher than workers in non-exporting firms. At this time the Strategic Partnership Program has over 120 partners that assist the International Trade Administration mission with their innovative solutions and subject matter expertise. The partners provide expertise across the following sectors: • Advertising, Marketing and E-Commerce • Associations • Business Development and Consulting • Chambers of Commerce • Conference/Event Organizers, and Lodging • Education/Research Centers • Export Finance/Documentation • Legal and Regulatory Advice/Due Diligence • State and Local Government • Transportation and Shipping • World Trade Centers *** Please See Attachments for Solicitation and SOW requirements
