Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W31P4Q-14-T-0189 is issued as a Request for Quotation (RFQ) to purchase 2 each Virtual Tape Library Backup Appliances (Systems) with Accessories, for use by the Army Primary Standards Laboratory (APSL.) The Government reserves the right to award without discussions. The solicitation document and incorporated provisions and clauses are in effect through the Federal Acquisition Circular 2005-76. Contract Line items Numbers (CLINs) are as follows: CLIN 0001 Purchase a quantity of one (1) Virtual Tape Library Backup Appliance; Model miSAN-V/T24/L5; integrated LTO-5 tape drive, six 1GbE, iSCSI ports, 8 GB cache, two dual mini-SAS ports, USB and eSATA ports, rack mount kit, two year warranty with Express Depot expedited service; tape virtualization software suite with licensing for unlimited virtual tapes, offline archive to 2 drive/24slot tape library, 6 virtual tape drives/libraries, 24TB SATA drives (6x4TB), 6 bay, 2U (raw capacity). CLIN 0002 Purchase of one (1) Product Code miSAN-VL5/UP, Upgrade to Priority Exchange advance replacement service for one year of the initial warranty term. Includes critical-issue technical support 24 hr/7 days per week. CLIN 0003 Purchase of a quantity of twenty (20) LTO-5 Tape Media, Product Code QG-LTO-1.5. Readus ASAM-TMD-MI Bldg 5417, Jungermann Road Redstone Arsenal, AL 35898-5000 Description of the requirements is as follows: Solicitation Number W31P4Q-14-T-0189 is issued as a request for a Firm Fixed Price quote. The US Army Contracting Command, Redstone Arsenal, intends to issue a sole source contract to Cybernetics 111 Cybernetics Way Yorktown, VA 23693 CAGE 027U6. The statutory authority permitting other than full and open competition for this requirement is 1o U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6,302-1{a){2) entitled - quote mark Only one responsible source and no other supplies or services will satisfy agency requirement. Inspection and Acceptance shall be at W80RA6. FOB is at Destination. Provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Provision at 52.212-2, Evaluation - Commercial Items, is applicable, and the specific evaluation criteria to be included are technical capability of the item offered to meet the Government requirement, price, and past performance. Lowest priced technically acceptance is the sole evaluation factor. Non-cost factors are of equal importance to price. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. For payment will be invoiced to Wide Area Work Flow {WAWF).
