Description
RFP VA786-14-R-0273 Pre Solicitation Notice for Roof Replacement, HVAC removal/installation, and Window Film installation Services For National Memorial Cemetery of Arizona, Phoenix, AZ GENERAL SCOPE OF WORK: The Contractor shall furnish all labor, materials, equipment services to perform construction work to do repair work at the Public Information Center (PIC) Building to include replacement of the roof and HVAC heat pumps and installation of window films to reduce solar heat transmission at the National Memorial Cemetery of Arizona (NMCA), located in Phoenix, AZ. Construct in accordance with the VA Construction requirements, Federal, State and Local Codes requirements. Work includes, but not limited to removal and disposal of the existing roof and installation of a new roof; removal and disposal of three (3) heat pumps and installation of new heat pumps; and installation of solar control window films. The work in this project includes but not limited to: Item 1: Metal Roof Removal & Replacement 1.Demolition work as required to remove the existing metal roof down to bare wood. 2.Coordinate with COR for joint inspection roof wooden sheathing for rotten or dilapidated material. If any replacement is required, notify the Contracting Officer and COR immediately for guidance. No additional sheathing work is anticipated. 3.All debris shall be removed from the site by the Contractor, at the Contractor's expense, including all dump fees. Debris shall not be allowed to accumulate at the site and must be removed daily. Debris shall be placed in debris bins and removed in a timely manner. 4.Contractor shall submit Manufacturer's information on membranes, metal roofing, flashing and fascia materials to COR/Cemetery Director for review and approval prior to start of work. Similar materials shall be used as is shown on the attached reference drawings. 5.Install self-adhering membrane, 24 gauge standing seam metal roof, and all flashings and fascia for a complete and finished roof. Item 2: Heat Pump Removal & Replacement 1.Demolition work as required to remove three (3) of the four (4) roof mounted heat pump units from the PIC building. Contractor shall coordinate with the COR for identification of the units to be removed. 2.All debris shall be removed from the site by the Contractor, at the Contractor's expense, including all dump fees. Debris shall not be allowed to accumulate at the site and must be removed daily. Debris shall be placed in debris bins and removed in a timely manner. 3.Contractor shall submit Manufacturer's information on the new heat pumps to COR/Cemetery Director for review and approval prior to start of work. Similar materials shall be used as is shown on the attached reference drawings. The sizes of the new heat pumps shall be as follows: one (1) 5 ton 13 SEER packed heat pump, one (1) 3 ton 13 SEER packaged heat pump, and one (1) 2 ton 13 SEER packaged heat pump. 4.Contractor shall provide all required mounting/foundations, isolation dampers, electrical connections & disconnects, etc. for a complete and usable HVAC system with the new heat pumps installed. Item 3: Window Film Installation 1.Contractor shall install window film on the interior of the PIC building lobby windows in order to control solar heat gain in the PIC lobby. Window film product shall be Solarguard Slate 20 or equal. 2.Contractor shall submit Manufacturer's information on the window film to COR/Cemetery Director for review and approval prior to start of work. 3.Estimated quantity of glass to be covered is approximately 800 square feet in 18 window panes. Contractor is responsible to verify all quantities, exact sizes of windows, any interferences, etc. Contractor is responsible to move and relocate back to the original location all furniture or other interferences in the PIC lobby that he deems necessary to complete this work. 4.Window films shall be installed in accordance with the Manufacturer's recommendations and there shall not be any evidence of window film bubbling or any noticeable gaps of the window film at the edges of the window panes. Project will be for a sixty days from issuance of the Notice to Proceed. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 238160 is applicable. Please reference Solicitation Number RFP VA786-14-R-0273 on remittances. An electronic solicitation will be available for download from www.FedBizOpps.gov on or about August 5, 2014. Responses to the solicitation are due by 2:00 p.m., August 27, 2014. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at Fed Biz Opps.
