Description

Transformation Twenty-One Total Technology (T4) Next Generation (NG) Request for Information (RFI) July 29, 2014 This is a request for information (RFI) only. Do not submit a proposal or quote. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the attached draft Performance Work Statement (PWS). Please provide any pertinent information as deemed necessary to demonstrate your and any proposed team member's capabilities and prior experience as it relates to the functional areas set forth in the draft Transformation Twenty-One Total Technology (T4) Next Generation (NG) PWS. Note: There is a five page limitation for the capability statement. In addition to providing a capability statement, interested vendors shall provide responses addressing the areas contained in the attached Microsoft Excel spreadsheet. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. All responses shall be submitted electronically no later than 3:00pm EST on August 28, 2014 via Virtual Office of Acquisition (VOA), https://www.voa.va.gov/. The use of hyperlinks or embedded attachments in responses is prohibited. Vendors are encouraged to register for the Vendor Portal in order to ensure timely transmission of their responses to the Government. The web address for the VOA site is https://www.voa.va.gov/. Vendors must be registered users on the VOA website in order to submit their responses. Once vendors are registered, they can click on the Proposal Dashboard link and within that link click on Add Proposal to open up the form to upload files. Note: At this time, the Proposal Dashboard will be used for the submission of RFI responses only. The Government is not requesting proposals. The Proposal Type drop down field should be changed to VA118-14-I-0558 to reflect the RFI being submitted against. For registration or technical issues concerning proposal submission, contact voahelp@va.gov. WARNING: Please do not wait until the last minute to submit your responses! To avoid submission of late responses, we recommend the transmission of your file 24 hours prior to the required due date and time. Vendors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission. Administrative questions regarding this RFI should be submitted in writing to the T4NG dedicated mailbox at T4NextGeneration.TAC@va.gov.
