Description

The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA) intends to solicit, negotiate and award a contract on a Sole Source basis to National Student Clearinghouse (NSC), Herndon, VA. The Contracting Officer has determined that NSC is the only source that can reasonably meet the VBA's requirement pursuant to FAR 6.302-1, Other Than Full and Open Competition - Only One Source. The VBA shall require NSC to provide student data reports from institutions of higher learning that will aid the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Education Service. The data shall include a detailed peer-to-peer comparison from The National Student Clearinghouse (NSC) controlled data based on identical VA data criteria. This will include but not limited to generating a side-by-side comparison of degree attainment ratios from their randomly selected student population compared with the VA data. NSC shall identify how much education the individual has before they use the VA benefit. NSC shall generate statistics that list the number and/or percentage of individuals within the VA data who attend multiple higher learning institutions. The VA intends to award a contract for a base year plus four one-year option periods. NAICS code 611710 is assigned to this project. This notice is not a competitive request for proposals. A competitive solicitation will not be issued. However, the Government will give consideration to interested parties that identify their interest and capability submitted to the Contracting Officer by 4:00 PM EDST on Wednesday, August 28, 2014. All responses shall be emailed to Elaine Judson at elaine.judson@va.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
