The service shop has to be within commuting distances of Kings Bay, GA. Statement of Work Armored Vehicles Diagnostic and Repair/Replacement Services. 1. The contractor shall provide all material and labor to perform Diagnostic and Repair services in accordance with the requirements cited below. 2. The Diagnostic Services shall be in accordance with the following: The contractor shall provide diagnostics on the Ballistic Engineered Armored Response Counter Attack Truck (BearCat) Ford Armored vehicles; the diagnostic shall include checking with Ford online Oasis to check any Technical Service Bulletin (TSB)'s or Special Service Messages (SSM's) for any concerns. Utilize the Ford Integrated Diagnostic System to self test checking for any trouble codes in the computer, visual inspection, black light oil dye test for oil leaks and pressure test cooling system for possible head gasket/radiator leaks. Diagnostic for Ballistic Engineered Armored Response and Rescue Vehicle (BEAR), and the High Mobility Multi-Purpose Wheeled (HMMWV) shall be per the manufacturers' approved standards. 3. The Repair Services shall be in accordance with the following: The contractor shall perform necessary repairs required to place an armored vehicle back in service after a breakdown has occurred. Replacement parts shall be by manufacturer's authorized original parts. Repair services shall be conducted in accordance with the Ford Workshop Manual for F-Super Duty 250, 350, 450 and 550, for the HMMWV - per the Marine Corps Technical Manual 11033-OR, and for the Bear per the manufacturer's (Freightliner) approved maintenance manual. Contractor shall submit repair cost to the SWFLANT Contracting Officer Representative (COR) for approval before performing repairs. The COR is Jan Chilson, jan.chilson@swflant.navy.mil, (912)573-4095. 4. The Description of the tactical vehicles for this contract is contained in Attachment A. 5. The Contactor shall perform maintenance and repair for all the tactical vehicles per the respective manufacturer's technical specifications with ASE Master Technicians. All repairs must be completed within five working days. If the corrective action cannot be completed within the five days, the contractor shall contact the COR with an estimated repair schedule with justification. The Contractor shall provide rates for labor as part of the service and these rates shall be valid for the duration of the contract. All cost for parts required for repairs shall be charged at the lowest available cost to the Government utilizing same market and model parts, unless otherwise directed. All material procurement and installation must be completed in a timely manner. Vehicle repairs shall include engine rebuild/ replacement, front/rear axle repair/ replacement, transmission repair/replacement if such repairs/replacements not covered under warranty. Repair parts shall include but not limited to replacing fuel filters, fuel regulators, filter assembly, exhaust kits, radiator replacement, module replacements, switch assembly, alternators, fuel nozzle assembly, timing covers gaskets, gasket kits, wear sleeves, brake pads, brake shoes, performing front end alignments, camber kits, resetting diesel hour meters, and the purchasing and installation of run-flats. Parts and Labor under the Ford Motorcraft warranty should be for 12 months or 12,000 miles whichever comes first. Contractor must be able to support the repair/replacement services up to two Bears, 46 Bearcats, and eight HMMWVs during the 12 month period. The vendor will only be paid for services provided. The contractor will be responsible for delivery of vehicle after repair to SWFLANT, Kings Bay, GA. The government will be responsible for services that has been completed and invoiced.
