- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76 issued and effective July 25, 2014. This solicitation VA259-14-Q-0593 is issued as a request for quote (RFQ). The North American Industry Classification System Code (NAICS) for this procurement is 334519 (Other Measuring and Controlling Device Manufacturing) using a SBA designated Small Business Size Standard of 500 employees. This RFQ is being issued as a small business set-aside under NAICS Code 334519. Any Award Made as a Result of this Solicitation will be made on an All or Nothing Basis All Items being Solicited (Products and/or Receivables as appropriate) must be of New Manufacture; No Remanufactured or "Grey Market" items allowed. FAR 52.212-4 applies to all Solicitations and Awards. Complex cyclic test sequences are readily created by using the test profiler's waveform building blocks (triangles, ramps and holds). Your test method is graphically displayed as you create it and standard Window's tools (cut, paste, copy, delete, etc.) can be used to quickly create or modify virtually any complex test sequence. Test results can be independently assigned to individual test blocks and the graphical display of test results can be filtered to show only the blocks (cycles) of interest. f.Advanced Performance option: i.Extends load measurement accuracy to 0.5% of reading down to 1/1000th of a load cell's capacity, reducing the total number of load cells needed for a given range of applications and associated maintenance costs as well as improving overall lab efficiency in switching between load cells. The above represents the minimum configuration that would be supplied. h.US keyboard and Windows option i.Windows 7 Professional operating system option j.20 inch Flat Panel LCD Monitor: k.100/120 VAC option 5)Installation by CO-based Service Engineer: a.Installation performed by a trained Service Engineer/Representative. Some or all of the following activities will be performed subject to the system quoted and system configuration: i.Set up of system ii.Make all physical and electrical connections, except 3 phase power and water iii.Mount and test all peripheral fixtures and transducers, install environmental chambers, major accessories, etc., that are supplied with the system. iv.Check correct operation of the system. v.Check correct operation of all electrical components and mechanical assemblies and transducers (where fitted). vi.Configure controller and test for correct operation including all adjustments and tuning. vii.Calibration & verification services are quoted separately. b.Force Verification: i.0-67 Kip, Tension & Compression, at Installation. This verification will be performed to 0.5% accuracy down to 1/100th (1%) of capacity. ASTM E4 conforming. c.0-67 Kip Verification Option: i.Extends range of load cell verification (tension OR compression) below 1/100th of range if supported by configuration specifications for an ordered ASTM E4 conforming force verification service at installation. Not available for 3300 systems. Accuracy.5%. Order with standard tension or compression service. Note: ASTM E2309 and ASTM E2658 require verification in all directions used. iii.Order 1460-019 for opposite direction verification. e.Opposite Direction No Load Crosshead Speed (ASTM E2658) and No Load Opposite Direction Displacement Verification (ASTM E2309): 6)On-Site Training a.Basic System and Software Introduction i.Provides a brief overview for up to 3 operators on the supplied system, including: 1.Safety Awareness 2.General testing safety precautions and system safety features 3.Test instrument overview including: a.Integration and set-up of load frame and computer b.Mounting and testing of all peripheral fixtures and transducers c.Setup of hardware to the users immediate requirement d.Review of the major system components e.Powering on/off of instrument and software (if appropriate) f.Console and software console controls g.User calibration procedures h.Review basic operation manual and related documentation 4.If necessary, to support system and software introduction, creation of 1 user defined test method a.Testing of specimens to confirm or verify test method b.Viewing of test method results c.Review of default/standard report format ii.This introduction is expected to take a maximum of 4 hours b.Onsite Introduction to fundamentals and Test Method Development: i.Appropriate for those without or with limited previous experience ii.Up to 8 hour onsite training session for up to 3 operators, typically includes: 1.Review of user's application needs 2.Software training 3.Set-up of Sample and Specimen Parameters 4.Set-up of Test Control Parameters 5.Set-up of report templates 6.Results calculations setup for applications 7.Test method development up to 5 using customer supplied equipment and pre-defined customer supplied equipment and pre-defined customer test methods within the 8 hour period. 8.If applicable conversion of up to 10 test methods OR all Test Methods within the 8 hour period. 9.Testing customer supplied specimens to validate/verify developed test methods 7)Warranty: a.System Warranty Services i.The service and support agreement for this system while under warranty includes the following services during the first year of system ownership ii.Technical Support: 1.Priority telephone support during normal business hours 2.All software updates, but not upgrades, during the warranty period 3.Damaged CD replacement on warranted software 4.FAQ and literature access iii.Web Support Agreement (WSA), includes the following: 1.Access to a secure website under one user log-in 2.Priority support web based help desk 3.Access to scheduled Webinars, application and product information (English) 4.On-line access to calibration certificates, not currently available for CEAST systems and Instruments 5.E-mail notifications of software update availability 6.Software updates available via internet download iv.On-site Support: 1.Parts, labor and travel for repair and replacement for items that are covered under the Warranty *The successful offeror must be registered with SAM to receive award.
