- Application Form-Word Format Application Form-PDF format Background Information: Sandia National Laboratories (SNL) with the support of DOE Office of Electricity funding has both an energy storage analysis laboratory, equipped with over 100 testing channels capable of evaluating DC storage solutions up to 72 volts and 2000 amps, and an energy storage test pad, capable of grid tied evaluation of energy storage systems up to 1 MW in power and above. For promising technologies capable of grid integration and other stationary applications, the DOE OE can provide support through both these resources and labor for carrying out third party evaluation of technologies. Interested developers from the R&D through commercially deployed stages (solutions with technology readiness level between 3 and 9) are encouraged to submit applications. Applications are currently being accepted and will be evaluated for suitability to carry out validation at Sandia. Sandia is a multi-program laboratory operated by Sandia Corporation, a wholly owned subsidiary of Lockheed Martin Corporation, for the United States Department of Energy's National Nuclear Security Administration under Contract DE-AC04-94AL85000. Opportunity Description: Manufacturers, integrators and consumers of stationary energy storage are encouraged to apply for third party testing of storage solutions identified for stationary applications. Selected technologies will be evaluated. Sandia will offer consultation in determining the best applications for the technology, collaboration in determining the appropriate scale of the validation activity and test plan to be followed, and will carry out in-house evaluation and public reporting of the results from such testing. The industrial partner will be expected to provide batteries for testing and to participate in project discussions and data review efforts. Information Sought: A detailed description of the technology and proposed application is required. This is to include the battery specifications and any abuse and performance testing that has been carried out either in-house or through another third party testing entity. The attached application files must be used to apply for testing. Instructions to Responders: Fast Track application: The fast track application form is to be used for any testing that the applicant can provide justification for expedited processing and analysis. Additionally, the project must be of limited scope, with no greater than 12 weeks of testing expected. The device(s) must be available for immediate shipping. Attach additional page(s) if needed. Standard application: The standard application may be used for any energy storage testing project proposed for evaluation at Sandia. Applications will be considered on a semiannual basis. The deadline for the next review period is August 15th 2014. The application forms are available in.pdf and.docx. Submissions and attachments should not exceed 5MB and only the following document types will be accepted (.doc,.docx,.pdf). Responses should be submitted electronically no later than 5:00 p.m. MDT on August 15th, 2014 for standard applications. An email notification will be sent acknowledging successful receipt of the response. Fast track applications can be submitted at any time. Evaluation Criteria: SNL is seeking the partner offering the most promising energy storage solutions for use cases needed in grid storage in the U.S., abroad in forward operating bases, as well as in storage markets outside of the U.S. which are anticipated to have applicability to domestic storage interests. Mandatory Requirements: 1. Compliance with Federal Export Control requirements per the Department of State. 2. Firms must be capable of providing an estimated in-kind and/or funds-in contribution depending on the technical expertise of the industrial partner and size of the proposed project. Respondents to this Request for Information that do not meet the Mandatory Requirements will not be given any further consideration by SNL.
