- The following additonal questions and answers are provided for vendors: Demand Management Requirement A.1 states, "The PPM Tool shall provide the capability for users to select a value by using a defined set of". Please clarify the defined set. Response: ability to restrict user input by using predefined values Project Management Requirement C.12 states, "multiple methods of scheduling". Please clarify or provide examples of different scheduling methods which must be supported. Response: ability to highlight milestones, create WBS, task using different methodologies such as Agile, Waterfall, Spiral Project Management Requirement C.13 states, "automated project schedule projection". Please clarify or provide examples of automated project schedule projection methods which must be supported. Response: ability for the tool to calculate the percentage completion based on the current date and planned start and end dates on the schedule; ability for the tool to provide project health based on the schedule (on track, off track, past due) How many users do you have (Administrator(s), end users, read-only users) Response: 5-10 Admin; Maximum 250 users Do you need a Software as a service solution or in-house hosted solution? Response: in house. Do you have any incumbent for this requirement? Response: No. Where should the work to be performed? Response: On-site and/or remote. Is it a fixed price contract? If so, what's the duration? Response: The government reserves the right to solicit for the best type upon solicitation. Are you looking for just software or do you need a total solution including software, hardware and the professional services to implement? Response: Software and Professional Services Do you encourage teaming? Response: Yes. Do we need to perform any data conversion activities as part of the roll out? Response: Yes If yes, how much historical data need to be converted? Response: less than 200 project record How much historical data need to be saved or displayed in the tool? Response: All Are there any integration points we need to consider other than with Microsoft Project? Response: Not required but preferred - JIRA/JIRA Agile (on RHEL 6), Confluence, SharePoint, Custom applications in a RHEL 6 (LAMP) environment. In the requirement E.1, it was stated that the tool should support standard project management methodology. Do you mean PMBOK or Agile or both? Response: Both In the requirement G.1, please define what you mean by standard workflow? Response: Escalation of Risk and Issues; Project Requests; Approvals to enter into next Phase; How are you currently managing the project and portfolio? Response: Using PPM tool; artifact management; tracking governing board's decisions Where is the existing data hosted and what type of platform (Windows, Unix etc.) Response: Our existing PPM data is Windows/SharePoint; however we have other data in Linux (RHEL 6) and Postgres. Would you like any of the functionality mobile enabled? Response: Yes but not mandatory Is there a page limitation on the response? Response: yes; 30 pages excluding pricing information. How many past performance do you need? Response: Three examples from projects of similar scope. For pricing - do you need a base period and optional duration? If so, please specify. Response: Yes; Base period and four years of option maintenance. For pricing - do you need separate line items for software, hardware and services? Response: Yes. Is there an incumbent on the PPM Tool project? Response: No. Does the Office of Financial Research already use a project management system or a PPM tool? If so, is this RFI a means to replace the tool? Response: Yes and Yes Does the Department of the Treasury own a project management system of a PPM tool? Response: Scope of this RFI is the Office of Financial Research Will the solicitation be a set aside or is it envisioned to be full and open? Response: This will be determined after market research is completed. How many approximate total users for the PPM tool by role (Manager vs Team Member)? Response: See below regarding number of users and roles. Need to be flexible on assigning roles to the users. Will the PPM tool be hosted on site or used as SaaS(Software as a Service) model? Response: On site How many environments are needed? (e.g. Production, Development etc) Response: Production and Test Approximately how many existing custom applications will PPM tool need to integrate with using RESTful web services? Response: Existing: about 2, with more to be built. Is there a preferred contracting approach for this solicitation (GSA IT70, 8a, etc)? Response: No. Is the government looking for a cost estimate for the tool only, or the tool along with systems integration and training services? Response: The government is seeking cost estimate for the tool with systems integration and training services. How many users will the new PPM system support by role: Project Managers: 20 Team members: 30 Program Managers: 10 Resource managers:20 Executives: 10 Stakeholders: 100 PMO/Application support staff:10 Others: (Please explain): Will the new tool replace a current system? Response: Yes If yes, what system is it, and will data need to be migrated from that system? Response: Yes; Current tool is SharePoint based Requirement B5 states ‘the capability to allow users to create analytic views of the portfolio'. What is meant by this? Response: Agency wide - roll up; investment maps; portfolio timelines, project dependency analysis Requirement C2 - integration with Microsoft Project. Which version is currently in use, and will the agency be upgrading this version anytime soon (or in alignment with this selection process)? Response: Currently MS Project 2013, will upgrade as newer versions become available. What version of SharePoint and SSRS/SQL Server is in use today? Response: SharePoint 2010, planned upgrade to 2013. SQL Server & SSRS: 2012, planned upgrade to 2014 Requirement C12 - what are multiple methods of scheduling the agency is looking to support? Response: Support Tool should have the ability to display Task list, Milestone Chart, WBS, Critical Path, Gantt Charts, Activity Network as well as support PERT analysis, Resource Leveling and Critical Chain analysis etc Requirement C20 - can the agency provide a copy of the OFR Project Management Lifecycle? Response: Pre-Initiation, Initiation, Planning & Analysis, Execution & Control, Rollout, Closeout, Post-Project/Benefit Review Requirement F1 - what methodology does the agency use / is looking to implement today? Agile, Waterfall, Spiral Requirement G3 - could the agency provide guidance on current OFR best practices and business processes? Response: Will not provide specifics but uses PMBOK as model for best practices and processes Requirement I6 - what is meant by ‘The PPM Tool shall provide quality assurance processes and test tools for all vendor-provided customizations'? Are you looking for tests tools as part of the PPM tool, or something else? Response: For any customization made there has to be the ability for the customizations to undergo user acceptance test and the vendor should provide the processes and tools to enable the testing. Requirement I9 - what is meant by ‘The PPM Tool shall provide development tolls used on/off site'. Is the expectation that any development tools required to modify the tool be included in the cost estimate for the project? Response: If the tool has the flexibility of the customer to configure the tool then the vendor should provide the cost of the tool as applicable. Are you looking for a solution to run on Government hardware, or on the Vendors hardware (SaaS)? Response: Government hardware What is the approximate number of users required to access the system?
