Description
Asset Buyback Program Response to vendor questions This notice is issued for informational and planning purposes only. This announcement is not a request for proposal (RFP) nor does it constitute a guarantee or otherwise commit the Government, in any way, to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to provide the answers to vendors questions as a result of the Industry Day, and request for questions from industry regarding the initiative described below: The General Services Administration (GSA) manages and operates the Federal Property Management Program (GSAXcess.gov). Guidelines have been established to screen excess and surplus personal information technology equipment for federal agencies. Without exception, the Department of Homeland Security (DHS) follows procedures as outlined by GSA to dispose of excess property. The Office of the Chief Information Officer (OCIO), Information Technology Services Office (ITSO) needs to comply with DHS Management Directive 025-01, Sustainable Practices, to recycle excess information technology (IT) equipment in an environmentally sustainable manner. OCIO spends millions of dollars for IT equipment/hardware in support of the DHS IT infrastructure. ITSO would like to establish an Asset Buy Back Program to recycle scrap/salvage IT equipment, i.e. desktops, laptops, printers, etc. at DHS Headquarters. An Asset Buy Back Program would allow the Agency to receive product credits to apply against future hardware purchases, made possible through the Exchange/Sale authority set by GSA. The purpose of the Industry Day was to determine the feasibility of implementing an Asset Buy Back Program at DHS Headquarters for equipment designated as scrap products.
