Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Park Service, Santa Fe Major Acquisition Buying Office intends to award a contract for providing rental of The Voth, TX Tower Site. This site is the results of an analysis conducted by Motorola as being a suitable site for a satellite receiver that would provide coverage in the Lower Neches River bottom, Beaumont Island and Pine Island Bayou portions of the Preserve. No other available tower sites were identified by Motorola during that analysis that would provide the required coverage for this portion of the Preserve. Radio communications and the geographical dependent nature of the system design requires a provider that has a tower space available at the correct height and in an acceptable location to allow the Preserve repeater system equipment to function correctly. Radio communication, in most incidents, in this portion of the Preserve is the only way personnel can communicate at Big Thicket. Cell phone service is not typically available in the Neches river bottom, portions of Beaumont Island and portions of Pine Island Bayou nor is it acceptable for emergency communications where many parties must be contacted at once. Satellite phones while more reliable in this area than cell phones still do not meet the need for multiple party communications in a rapid and efficient manner. This contract will be issued with One Base year and Four Option years. Big Thicket National Preserve conducts emergency operations including Law Enforcement, Search and Rescue and Emergency Medical Services in Southeast Texas in diverse and separate land and water units spread out over a 100 square mile area. Communications for our first responders are a critical life and safety issue. In many of these areas, the parks radio system is the only communication system that provides coverage for Preserve Staff. Authority for this award is 10 U.S.C. 2304(1), FAR 6.302-1(a) (2) Only one Responsible Source and No other Supplies or Services will Satisfy Agency Requirements and 6.302-2 Unusual and compelling urgency. The sole source justification for this award will be provided upon request.
